| Abstract: | This thesis entitled "Implementation Of Government Regulation Numbert 18 Year 2016 Regarding The Local Device in the Government Langkat District ", aims to identify and analyze the implementation of the institutional arrangement of the local devicel and obstacle constraints in Goverment Langkat District in accordance with Regulation 18 of the year 2016, in order to realize the local Government Organization that are efficient, effective and proportionate. As for the formulation of the problem in this research is How the implementation of Government Regulation No. 18 year 2016 regarding the local device, in order to realize the local Government Organization that are efficient, effective and proportionate. the method used in this study is descriptive qualitative, that interpret and describe with intellectual understanding of the state of the object according to the data and information found in the field. As for the data source includes the people (informant) were selected by purposive sampling, events, and documents. The data obtained were analyzed with a model interactive (Interactive of analysis) which consists of three components of the analysis: data reduction, data Serving and Towing Conclusions. This research indicates that the implementation of Government Regulation No. 18 of 2016 in Goverment Langkat District has been implemented in accordance with the mechanism as a public policy-making process, with the output of Langkat District Regulation Number 06 of 2016 concerning the Establishment of the local device that have been implemented at this time. Nevertheless, the results of these studies have not shown results siqnifikan in realizing the local goverment organization that is efficient, effective and proportionate. Recommendations that can be delivered from the results of this research, first, the local government should be able to reduce the Type Department / Agency one degree or merger Department / Agency which has the characteristic closeness of government affairs; and / or linkages between the organizer of Government Affairs, Second, in addition, to minimize the APBD budget allocation necessary, restrictions on the number of units of the Technical Service (UPT) formed in the Region. Third, the government made a policy should give priority to the readiness of the Regions in implementing the policy, because in implementing the policy of the Government Regulation No. 18 of 2016, the period of time to discuss the draft Regional Regulation on the formation and composition of the Local Device in Langkat District is very limited, so it is very influential the results. fourth, in the future for coming , in the implementation of the formation of the local device need to involve academia and independent research institutions in order to realize the objectivity and transparency of the implementation process of the institutional arrangement of the local device policy |
| Description: | Tesis ini berjudul “ Implementasi Peraturan Pemerintah Nomor 18 Tahun 2016 tentang Perangkat Daerah di Pemerintah Kabupaten Langkat”, bertujuan untuk mengetahui dan menganalisis implementasi penataan kelembagaan perangkat Daerah dan hambatan hambatannya di Pemerintah Kabupaten Langkat sesuai dengan PP 18 tahun 2016 , dalam rangka mewujudkan Organisasi Perangkat Daerah yang efisien, efektif dan proporsional. Adapun rumusan masalah dalam penelitian ini adalah Bagaimana implementasi Peraturan Pemerintah Nomor 18 tahun 2016 tentang Perangkat Daerah, dalam rangka mewujudkan Organisasi Perangkat Daerah yang efisien, efektif dan proporsional. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif, yaitu menginterpretasikan dan menggambarkan dengan pemahaman intelektual tentang keadaan objek sesuai data dan informasi yang ditemukan dilapangan. Adapun sumber datanya meliputi orang (informan) yang dipilih secara purposive sampling, peristiwa, dan dokumen. Data yang diperoleh selanjutnya dianalisis dengan model interaktif (interactive of analysis)yang terdiri dari tiga komponen analisis, yaitu : Reduksi data, Sajian Data, dan Penarik Kesimpulan. Penelitian ini menunjukkan bahwa implementasi Peraturan Pemerintah Nomor 18 tahun 2016 di Pemerintah Kabupaten Langkat telah dilaksanakan sesuai dengan mekanisme sebagai suatu proses penyusunan kebijakan publik, dengan output berupa Peraturan Daerah Kabupaten Langkat Nomor 06 tahun 2016 tentang Pembentukan Perangkat Daerah yang telah diimplementasikan saat ini. Meskipun demikian, hasil penelitian tersebut belum menunjukkan hasil yang siqnifikan dalam mewujudkan Organisasi Perangkat Daerah yang efisien, efektif dan proporsional. Rekomendasi yang dapat disampaikan dari hasil penelitian ini, Pertama, Pemerintah Daerah harus mampu menurunkan Tipe Dinas/Badan satu tingkat atau penggabungan Dinas/Badan yang mempunyai kedekatan karekteristik urusan pemerintahan; dan/atau keterkaitan antar penyelenggaraan Urusan Pemerintahan, Kedua, disamping itu, untuk meminimalisir pengalokasian APBD perlu pembatasan jumlah Unit Pelayanan Teknis (UPT) yang dibentuk di Daerah. Ketiga, Pemerintah dalam membuat suatu kebijakan harus mengutamakan kesiapan Daerah dalam mengimplementasikan kebijakan tersebut, karena dalam melaksanakan kebijakan Peraturan Pemerintah Nomor 18 tahun 2016 ini, jangka waktu untuk membahas Rancangan Peraturan Daerah tentang Pembentukan dan Susunan Perangkat Daerah di Kabupaten Langkat sangat terbatas, sehingga sangat berpengaruh terhadap hasilnya. Keempat, dimasa yang akan datang, dalam pelaksanaan pembentukan perangkat Daerah perlu melibatkan kalangan akademisi dan lembaga peneliti independen dalam rangka mewujudkan obyektifitas dan transparansi proses implementasi kebijakan penataan kelembagaan perangkat Daerah. |
