Abstract

Civil Servant existence or now more commonly known as the State Civil Apparatus (SCA) is a part of society that has the same right to vote in the election and to be elected as the prospective head region. This means that there is no prohibition for the State Civil Apparatus to participate in political election’s competition. However, the participation of the State Civil Apparatus in an attempt to win one of the candidates who competed in the General Election of course prohibited. The link between electoral and bureaucratic of which are clearly visible from the prohibition for bureaucratic apparatus to become members and officials as well as the Political Parties must resign from the Civil Service. This prohibition implies SCA’s neutrality in the elections, so that the bureaucracy is not politicized and polarized by certain political interests. For this study was done to see the extent of implementation from Circular of the Minister of Administrative Reform and Bureaucratic Reform on SCA’s Neutrality and Prohibition of Use on Government Assets at elections yesterday in the Investment Board and Integrated Licensing Services of Labuhanbatu District. The approach used in this study is a qualitative approach, with descriptive analysis with in-depth interviews on any key informants. Research conducted at the location of the Investment Board and Integrated Licensing Services of Labuhanbatu District at 2015’s Simultaneous Election. Why have Labuhanbatu and Investment Board and Integrated Licensing Services as a research object, because Labuhanbatu is one of the area that implement Simultaneous Elections in 2015 in 33 Districts/cities at North Sumatera Province, there are 21 districts/cities that participated in the Simultaneous Elections and Investment Board and Integrated Licensing Services normally be one source of financing the election issued.
