Profesionalisme Aparatur Pemerintah Dalam Pemberian Pelayanan Publik Kepada Masyrakat (Studi Pelayanan PATEN di Kecamatan Kota Kisaran Barat Kabupaten Asahan)

Abstract

The purpose of this observation is to reach the Professionalism of the Government Apparatus (Study PATEN services at Kota Kisaran Barat District, Asahan Regency) in implementation of governmental tasks. The observation was used is qualitative method with descriptive approach. Informants was selected by purposive sampling. They are concist of the head of district, secretary of district, section chief, and people who use the service at Kota Kisaran Barat District.. Collection of data through observation, interviews and documentation. The observations were carried out showed that the apparatus professionalism Kota Kisaran Barat District in particular on aspect of responsivity is still hampered by the formal rules which strictly regulate the tasks and functions apparatus. And the observation on aspects of innovation is considered more harm to the sustainability of a career rather than bring benefits. Based on the observations, the authors concluded that the professionalism of the government’s apparaturs from the aspects on responsivitas and innovation is still low. Suggestions can I pointed out in this thesis is by making a depth socialization and values redefinition, concerning vision and mission of the organization, choosing leaders and staff based on the requirement of expertise, giving them an opportunity to make decision based on their achievements and to give opportunities for the enhancement of knowledge and skills significant for the improvement of responsiveness and innovation of the apparatus in order to realize professionalism civil servant.
