Abstract: Service is an effort to help preparing and or administering one's necessity, or take cares of the needs of others. The performance of Siabu Head of Village officers in terms of providing good administrative services to the local community and measured from the performance indicators, whether the service has reached the indicators and can be seen from Performance Indicators, whether the service has reached these indicators by the local government officers in providing administrative services to the community. The purpose of this study is to describe and analyze the performance of Siabu head of village officers in providing administrative services focusing on the service of the residential administration which is to execute the identity card (KTP) covering letter to Siabu Village community. This research used descriptive method of qualitative approach by conducting direct interview with head of village officers and village community. Based on the results of this study can be concluded that, the administrative services of residents conducted by Siabu head of village officers is categorized as dissatisfied. It is also known that the discipline of Siabu head of village officers still less than the standard, the head of village officers are still less responsive to public complaints in providing services. Related to the findings, it is recommended that the government of Siabu in Salo regency, implementing the SOP system (Standard Operational Procedure), to improve discipline, so that the service in the future given to the community better.
Description: Pelayanan adalah upaya untuk membantu menyiapkan, atau mengurus keperluan orang lain. Kinerja pegawai pemerintahan desa Siabu dalam memberikan pelayanan administrasi yang baik kepada masyarakat dan dapat dilihat dari Indikator Kinerja, apakah pelayanan sudah mencapai indikator tersebut oleh aparatur kantor desa dalam memberikan pelayanan administrasi kepada masyarakat. Tujuan dari penelitian ini untuk mendiskripsikan dan menganalisis kinerja pegawai kantor desa Siabu dalam memberikan pelayanan Administrasi berfokus pada pelayanan Administrasi penduduk yaitu pembuatan surat pengantar KTP (Kartu Tanda Penduduk) kepada masyarakat Desa Siabu. Penelitian ini menggunakan metode deskriptif pendekatan kualitatif dengan melakukan wawancara langsung dengan pegawai desa dan masyarakat desa. Berdasarkan hasil penelitian ini dapat disimpulkan bahwa, pelayanan administrasi penduduk yang dilakukan oleh pegawai kantor desa Siabu masih belum optimal. Diketahui pula bahwa kedisplinan pegawai kantor desa Siabu masih belum bisa di katakan baik, aparatur desa masih kurang tanggap terhadap keluhan masyarakat dalam memberikan palayanan. Sehubungan dengan hal ini maka di rekomendasikan agar pemerintahan kantor desa Siabu Kecamatan Salo, menerapkan sistem SOP (Standart Operasional Prosedur), meningkatkan kedisiplinan, agar kedepannya pelayanan yang diberikan kepada masyarakat semakin baik.
