Abstract: Air merupakan sumber daya yang sangat diperlukan dalam kehidupan manusia maupun makhluk hidup lain. Boleh dikatakan tidak ada kehidupan di muka bumi ini yang dapat berlangsung tanpa air, khususnya manusia. Namun demikian perlu disadari bahwa keberadaan air dimuka bumi ini terbatas menurut ruang dan waktu baik secara kuantitas maupun kualitas. Skripsi ini membahas tentang Pengaturan persyaratan kualitas air minum di PDAM Tanjung balai, Tanggung jawab hukum PDAM dan pemerintah atas pencemaran air dan Dampak yang terjadi terhadap konsumen jika air yang tercemar masih terus digunakan. Jenis penelitian ini merupakan jenis penelitian Empiris dengan menggunakan sumber data Primer yaitu wawancara dan sekunder serta menganalisis data menggunakan metode analisis kualitatif berupa uraian-uraian kalimat yang mudah dimengerti oleh pembaca. Pelayanan yang diberikan oleh PDAM Kota Tanjung Balai harus memberi perlindungan bagi konsumen air bersih berdasarkan UndangUndang Nomor 8 Tahun 1999 tentang Perlindungan Konsumen (UU Perlindungan Konsumen). PDAM Dalam memberikan pelayanan air bersih kepada konsumen sudah sesuai dengan UU Perlindungan Konsumen karena telah dapat memenuhi hak-hak konsumen seperti yang disebutkan dalam Pasal 4 UU Perlindungan Konsumen. Namun, hendaknya PDAM Kota Tanjung Balai dapat memperbaiki kinerjanya dan meningkatkan pelayanan kepada masyarakat agar lebih maksimal dan konsumen sebagai pelanggan seharusnya menyadari hakhaknya (Study at Regional Drinking Water Company in Tanjung Balai City) Water is a resource that is very necessary in the life of humans and other living creatures. It could be said that no life on this earth can survive without water, especially humans. However, it is necessary to realize that the existence of water on earth is limited in time and space, both in quantity and quality. This thesis discusses the regulation of drinking water quality requirements at PDAM Tanjung Balai, the legal responsibility of PDAM and the government for water pollution and the impact on consumers if polluted water continues to be used. This type of research is an empirical type of research using primary data sources, namely interviews and secondary data and analyzing data using qualitative analysis methods in the form of sentence descriptions that are easy for readers to understand. The services provided by PDAM Tanjung Balai City must provide protection for clean water consumers based on Law Number 8 of 1999 concerning Consumer Protection (Consumer Protection Law). PDAM provides clean water services to consumers in accordance with the Consumer Protection Law because it can fulfill consumer rights as stated in Article 4 of the Consumer Protection Law. However, Tanjung Balai City PDAM should be able to improve its performance and improve services to the community so that they are optimal and consumers as customers should be aware of their rights.
