Abstract: Jalan merupakan infrastruktur yang dibangun oleh pemerintah untuk memperlancar pengembangan daerah sehingga menjadi aset yang harus dikelola dan difungsikan secara optimal. Namun pada kenyataannya, kinerja ruas jalan yang berstatus jalan provinsi Sumatra Utara maupun jalan kota/kabupaten seringkali belum memenuhi Standar Pelayanan Minimal (SPM) yang telah ditetapkan. Namun kenyataanya, ruas jalan yang berada di Kota Medan yang berstatus jalan provinsi Sumatra Utara maupun jalan kota/kabupaten seringkali belum memenuhi Standar Pelayanan Minimal Jalan (SPM) yang telah ditetapkan.Di kota Medan ada 8 ruas jalan yang dibina oleh pemerintah provinsi Sumatra Utara, secara visual ruas jalan ini masih memiliki kekurangan – kekurangan yang seharusnya sesuai dengan Standar Pelayanan minimal (SPM) yang ditetapkan provinsi. Untuk mengetahui seberapa besar penerapan standar pelayanan minimal dijalan provinsi serta bentuk – bentuk sesuai penanganan. Untuk itu, saya mengangkat judul “Kajian Standar Pelayanan Minimal Jalan Provinsi Di Kota Medan.dengan tujuan untuk menilai kesesuain 8 ruas jalan Provinsi dikota medan terhadap Stndar Pelayanan Minimal (SPM) Jalan yang berlaku.Hasil dari Penilitian ini Menggunakan metode Pembobotan,dimana metode dengan hasil penilaian dari 8 ruas jalan pronvis dikota medan dengan memiliki nilai > 260 75%terpenuhi SPM maka dianggap baik, nilai 165-260 > 50 % terpenuhi SPM maka dianggap sedang, nilai < 165 50 % dianggap buruk.kesimpulan dari penelitian ini, 1.Penilaian kesesuian jalan pada 8 ruas jalan Provinsi dikota medan terhadap Standar Pelayanan (SPM) jalan yang berlaku ,ada 3 ruas jalan yang memenuhi standar pelalayann (SPM) > 50 % Memenuhi SPM (Sedang) tindakan penanganan yg harus dilakukakn Rehabilitasi/ Perbaikan/ Rekonstruksi/ Peningkatan. 2 Penilaian kesesuian jalan pada 8 ruas jalan Provinsi dikota medan terhadap Standar Pelayanan (SPM) jalan yang berlaku, ada 5 ruas jalan yang memenuhi standar pelalayann (SPM) < 75 % Memenuhi SPM (Sedang) tindakan penanganan yg harus dilakukakn Pemeliharaan Rutin dan Berkala. Roads are infrastructure built by the government to facilitate regional development so that they become assets that must be managed and functioned optimally. However, in reality, the performance of roads with the status of North Sumatra provincial roads and city/district roads often does not meet the established Minimum Service Standards (SPM). However, in reality, road sections in the city of Medan which have the status of North Sumatra provincial roads and city/district roads often do not meet the minimum road service standards (SPM) that have been set. In the city of Medan there are 8 road sections built by the North Sumatra provincial government, Visually, this road section still has shortcomings which should be in accordance with the minimum service standards (SPM) set by the province. To find out how much minimum service standards are implemented on provincial roads and the appropriate forms of handling. For this reason, I raised the title "Study of Minimum Service Standards for Provincial Roads in the City of Medan. With the aim of assessing the suitability of 8 provincial roads in the city of Medan to the applicable Minimum Service Standards (SPM) for Roads. The results of this research use the weighting method, where the method is The assessment results of 8 service road sections in the city of Medan with a value of > 260, 75% met the SPM are considered good, a value of 165-260 > 50% is met, the SPM is considered moderate, a value < 165 50% is considered bad. Conclusions from this research, 1. Assessment of road suitability on 8 provincial roads in the city of Medan against the applicable road Service Standards (SPM), there are 3 road sections that meet service standards (SPM) > 50% Meet SPM (Medium) handling actions that must be carried out Rehabilitation/Repair/Reconstruction/ Improvement.2 Assessment of road suitability on 8 provincial roads in the city of Medan against the applicable road Service Standards (SPM), there are 5 road sections that meet service standards (SPM) < 75% Meet SPM (Medium) handling actions that must be carried out Routine Maintenance and Periodic.
