Abstract: Penelitian ini bertujuan untuk mengetahui bagaimana strategi komunikasi BPBD dalam manajemen banjir di kota Medan, metode penelitian yang digunakan dalam penerapan ini adalah deskriptif kualitatif, data dalam penelitian di kumpulkan melalui wawancara, dokumentasi, dan observasi. Hasil penelitian ini menunjukan bahwa strategi komunikasi bencana BPBD dalam manajemen banjir di Kota Medan dilakukan melalui melakukan edukasi sosialisasi kebencanaan, pendidikan & pelatihan serta pemanfaatan media massa yang dimana dalam menjalankan dan menerapkan strategi ini berdasarkan dimensi Laswell dan Haddow yaitu memilih dan menetapkan komunikator, mengenali sasaran, pengkajian pesan komunikasi, pemilihan media, efek apa yang diharapkan dan berfokus pada kelompok sasaran, ada komitmen pimpinan, kesadaran akan situasi dan kondisi terkini, bermitra/keterlibatan media. This research aims to find out how the BPBD communication strategy is in flood management in the city of Medan. The research method used in this application is descriptive qualitative, the data in the research is collected through interviews, documentation and observation. The results of this research show that BPBD's disaster communication strategy in flood management in the city of Medan is carried out through conducting disaster outreach education, education & training and the use of mass media, which in carrying out and implementing this strategy is based on Laswell and Haddow's dimensions, namely selecting and determining communicators, recognizing targets , assessment of communication messages, media selection, what effect is expected and focus on the target group, leadership commitment, awareness of the current situation and conditions, the emergence/involvement of the media.
