Abstract: Berdasarkan hasil penilaian kinerja pegawai di Dinas Kependudukan dan Pencatatan Sipil Kota Medan tahun 2020 dan 2021 menunjukkan kinerja pegawai mengalami penurunan dan terdapat masalah disiplin pegawai perlu diperbaiki. Rumusan masalah adalah bagaimanakah kinerja dan faktor yang menjadi hambatan kinerja pegawai pada Dinas Kependudukan dan Pencatatan Sipil Kota Medan. Metode penelitian adalah deskriptif dengan analisis kualitatif. Hasil penelitian bahwa kinerja pegawai Disdukcapil Kota Medan masih tergolong kurang baik. Indikator yang belum dilaksanakan dengan baik adalah kuantitas kerja, disiplin kerja dan inisiatif kerja. Sedangkan kualitas kerja dan tanggungjawab sudah baik. Direkomendasi pegawai perlu lebih menyadari pentingnya disiplin waktu kerja. Based on the results of employee performance assessments at the Medan City Population and Civil Registration Office in 2020 and 2021, it shows that employee performance has decreased and there are employee disciplinary problems that need to be corrected. The formulation of the problem is how is the performance and the factors that hinder the performance of employees at the Department of Population and Civil Registration of the City of Medan. The research method is descriptive with qualitative analysis. The results of the study show that the performance of the Medan City Disdukcapil employees is still relatively poor. Indicators that have not been implemented properly are the quantity of work, work discipline and work initiatives. While the quality of work and responsibility is good. It is recommended that employees need to be more aware of the importance of working time discipline
