Abstract: Kementerian Keuangan menerapkan e-learning sebagai alat utama dalam pengembangan sumber daya manusia melalui Peraturan Kepala Badan Pendidikan dan Pelatihan Keuangan nomor PER-2/PP/2019 tentang Pedoman E-Learning di Lingkungan Kementerian Keuangan. Dengan bergulirnya peraturan tersebut, diklat secara e-learning perlahan menggantikan penyelenggaraan diklat secara tatap muka. Penelitian ini bertujuan untuk mengetahui implementasi diklat e-learning teknis pabean pada Kantor Bea Cukai Belawan serta faktor penghambat dan pendukung implementasi. Subjek penelitian adalah pegawai Kantor Bea Cukai Belawan mulai dari Kepala Kantor sampai pelaksana. Metode yang digunakan adalah kualitatif deskriptif dengan pengumpulan data melalui observasi, wawancara dan studi dokumentasi dari 5 (lima) orang informan yang dipilih secara purposive sampling. Teknik analisa data yang digunakan adalah pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Penelitian ini menemukan bahwa penyelenggaraan diklat e-learning teknis pabean dalam meningkatkan kompetensi pegawai pada Kantor Bea Cukai Belawan, Sumatera Utara belum maksimal dilihat dari sisi pemeriksaan barang dimana indikator Teori Edward III berupa disposisi belum terlaksana dengan baik dengan faktor penghambat adalah kurangnya komitmen dan tanggung jawab pegawai. Sedangkan faktor pendukung adalah komunikasi, sumber daya dan struktur birokrasi. Hasil penelitian ini diharapkan dapat memberikan evaluasi agar pelaksanaan e-learning dapat berjalan efektif. The Ministry of Finance implements e-learning as the main tool in human resource development through Regulation of the Head of the Financial Education and Training Agency number PER-2/PP/2019 concerning Guidelines for E-Learning within the Ministry of Finance. With the enactment of this regulation, e-learning training is slowly replacing face-to-face education and training. This study aims to determine the implementation of customs technical e-learning training at the Belawan Customs Office as well as the inhibiting and supporting factors for implementation. The research subjects were employees of the Belawan Customs and Excise Office, starting from the head of the office to the executor. The method used is descriptive qualitative by collecting data through observation, interviews and documentation studies from 5 (five) informants selected by purposive sampling. Data analysis techniques used are data collection, data reduction, data presentation, and drawing conclusions. This study found that the implementation of customs technical e-learning training in increasing employee competency at the Belawan Customs Office, North Sumatra was not maximal in terms of goods inspection where the Edward III Theory indicator in the form of a disposition had not been carried out properly with the inhibiting factor being a lack of employee commitment and responsibility. While the supporting factors are communication, resources and bureaucratic structure. The results of this study are expected to provide an evaluation so that the implementation of e-learning can run effectively.
