Abstract: Implementasi atas Peraturan Pemerintah Nomor 30 Tahun 2019 tentang Penilaian Kinerja Pegawai Negeri Sipil masih belum dapat terlaksana dengan baik, terutama karena masih kurang objektifnya penilaian yang dilakukan di lingkungan pemerintahan, dimana faktor prasangka pribadi dalam melakukan penilaian masih tergolong cukup tinggi. Penelitian ini bertujuan untuk mengetahui dan menganalisis implementasi Peraturan Pemerintah Republik Indonesia Nomor 30 Tahun 2019 Tentang Penilaian Kinerja Pegawai Negeri Sipil dan kendala dalam implementasi peraturan tersebut di Bagian Pemerintahan Sekretariat Daerah Kota Subulussalam. Penelitian yang digunakan adalah metode deskriptif, dan teknik analisis data menggunakan deskriptif kualitatif. Hasil penelitian bahwa implementasi PP No. 30 Tahun 2019 Tentang Penilaian Kinerja Pegawai Negeri Sipil belum sepenuhnya berhasil diterapkan di Bagian Pemerintahan Sekretariat Daerah Kota Subulussalam. Implementasi telah berhasil diterapkan dari segi komunikasi dan struktur birokrasi, tetapi belum berhasil diterapkan dari segi sumberdaya dan disposisi. Kendala yang dihadapi pejabat penilai (atasan) tidak mampu mengendalikan pandangan unsur kedekatan dalam melakukan penilaian hasil kerja bawahan, pegawai sering membuat laporan secara berlebihan, dan pemberian sanksi disiplin masih tergolong tidak tegas. Direkomendasikan atasan sebagai pejabat penilai perlu menghilangkan pengaruh unsur kedekatan dalam membuat penilaian terhadap kinerja bawahan, serta bersikap tegas dalam memberikan sanksi kepada pegawai yang melanggar peraturan disiplin. The implementation of Government Regulation Number 30 of 2019 concerning the Performance Assessment of Civil Servants has not been carried out properly, mainly due to the lack of objective assessments carried out in the government environment, where the personal prejudice factor in making assessments is still quite high. This study aims to determine and analyze the implementation of the Government Regulation of the Republic of Indonesia Number 30 of 2019 concerning the Performance Assessment of Civil Servants and the obstacles in implementing these regulations in the Government Section of the Regional Secretariat of the City of Subulussalam. The research used was descriptive method, and the data analysis technique used descriptive qualitative. The results of the study that the implementation of PP no. 30 of 2019 concerning the Performance Assessment of Civil Servants has not been fully implemented in the Government Section of the Subulussalam City Regional Secretariat. Implementation has been successfully implemented in terms of communication and bureaucratic structure, but has not been successfully implemented in terms of resources and disposition. Constraints faced by appraisers (supervisors) are not being able to control the view of the proximity element in assessing the work of subordinates, employees often make excessive reports, and the provision of disciplinary sanctions is still relatively indecisive. It is recommended that superiors as appraisers need to eliminate the influence of the proximity element in making an assessment of the performance of subordinates, as well as being firm in giving sanctions to employees who violate disciplinary rules.
