dc.description.abstractKelompok tani memiliki makna yang penting dalam menunjang keberhasilan para petani, untuk itu kelompok tani perlu difasilitasi alat mesin pertanian (alsintan) yang dapat memudahkan usaha kelompok tani. Penyaluran alat mesin pertanian kepada kelompok tani menghadapi beberapa masalah diantaranya penyaluran belum sesuai dengan yang dibutuhkan petani, belum semua petani menerima tekhnologi karena terbatasnya anggaran. Tujuan penelitian ini untuk Mengetahui Penyaluran Alat Mesin Pertanian Pada Kelompok Tani Di Kecamatan Portibi Kabupaten Padang Lawas Utara, Untuk Mengetahui Faktor-Faktor Apa Saja Kendala Dalam Penyaluran Alat Mesin Pertanian Pada Kelompok Tani Di Kecamatan Portibi Kabupaten Padang Lawas Utara. Penelitian ini adalah penelitian deskriptif kualitatif dalam analisis menggunakan teori Nugroho (partisipasi, transparansi, sistematis, dan akuntabel). Data diperoleh dari informan dengan cara observasi, wawancara dan studi dokumentasi. Informan penelitian ini terdiri dari Kepala Dinas Pertanian, Kepala Seksi Alsintan, Koordinator BPP Portibi, Ketua Kelompok Tani 2 orang. Hasil penelitian ini menunjukkan penyaluran alat mesin pertanian kepada kelompok tani di Kecamatan Portibi sudah cukup efektif. Saran pemerintah daerah agar menyediakan anggaran yang memadai, dan melakukan sinkronisasi dengan kondisi dilapangan. Farmer groups have an important meaning in supporting the success of farmers, for that farmer groups need to be facilitated with agricultural machinery (alsintan) that can facilitate the business of farmer groups. The distribution of agricultural machinery to farmer groups faces several problems, including distribution that is not in accordance with what is needed by farmers, not all farmers accept the technology due to limited budgets. The purpose of this study was to determine the distribution of agricultural machine tools to farmer groups in Portibi district, North Padang Lawas district, to find out what factors were the obstacles in distributing agricultural machine tools to farmer groups in Portibi district, North Padang Lawas district. This research is a qualitative descriptive study in the analysis using Nugroho's theory (participation, transparency, systematic, and accountable). Data were obtained from informants by means of observation, interviews and documentation studies. The informants of this research consisted of the Head of the Agriculture Service, the Head of the Alsintan Section, the Coordinator of the BPP Portibi, the Head of the 2 Farmers Group. The results of this study indicate that the distribution of agricultural machinery to farmer groups in Portibi District has been quite effective. Suggestions for local governments to provide an adequate budget, and to synchronize it with conditions in the field.en_US
