Abstract: Transportasi berfungsi sebagai sarana pengangkutan barang/orang. Transportasi juga memegang peranan penting sebagai penunjang pembangunan. Ada pendapat menyatakan bahwa terdapat tiga hal yang membuat suatu bangsa itu besar dan makmur yaitu tersedianya tanah yang subur,sumber daya manusia yang berketerampilan,dan mudahnya transportasi. Pada akhir tahun 2019 terdapat fenomena yang mengguncangkan seluruh belahan dunia, terutama di masyarakat perkotaan, yang juga mempengaruhi perubahan-perubahan manajemen transportasi kota. Kasusnya pertama kali terjadi di Wuhan, Provinsi Hubei, China.Penyebaran wabah Corona Virus Disease 2019 (COVID-19) seluruh negara di dunia mengalami kesulitan, termasuk Indonesia. Organisasi Kesehatan Dunia, World Health Organization (WHO) menyatakan wabah virus tersebut menjadi pandemi yang telah menyebar secara global, begitu cepat dari waktu ke waktu. Salah satu dampaknya berakibat pada penurunan pergerakan moda trasportasi karena dibatasi adanya kebijakan pemerintah.Pandemi COVID-19 mengakibatkan dampak yang berpengaruh secara merata diberbagai aspek kehidupan. Salah satu dampak yang terasa, pada penurunan moda transportasi. Hal ini dikarenakan pemerintah membuat suatu keputusan dengan adanya sistem sosial baru yaitu, sosial distancing maupun physical distancing, dan ditindak lanjuti dengan Kebijakan Pembatasan SosialBerskala Besar (PSBB).Dari analisa di dapat bahwasanya pendapatan pemilik angkutan umum sebelum covid-19 mencapai Rp.309.186.000,- dimana jumlah sampri yang beroperasi sebelum covid-19 mencapai 13 unit,tetapi setelah pandemi covid-19 pemerintah memperlakukan pemberlakuan pembatasan sosial berskala besar (psbb),dan membatasi jam operasional maka jumlah sampri yang beroperasi dari Samosir- Medan hanya 8 unit sehingga jumlah pendapatan pemilik angkutan umum ber kurang hingga 58% dimana pendapatan pemilik angkutan umum hanya Rp.193.842.000,-/tahun. Transportation serves as a means of transporting goods/people. Transportation also plays an important role in supporting development. There is an opinion that there are three things that make a nation great and prosperous, namely the availability of fertile land, skilled human resources, and easy transportation. However, at the end of 2019 there was a phenomenon that shook all parts of the world, especially in urban communities, which also affected changes in urban transportation management. The first case occurred in Wuhan, Hubei Province, China.The spread of the Corona Virus Disease 2019 (COVID-19) outbreak in all countries in the world is experiencing difficulties, including Indonesia. The World Health Organization, the World Health Organization (WHO) declared the virus outbreak to be a pandemic that has spread globally, so quickly from time to time. One of the impacts resulted in a decrease in the movement of transportation modes due to the limitations of government policies.The COVID-19 pandemic has an impact that affects evenly in various aspects of life. One of the impacts felt, on the decline in transportation modes. This is because the government made a decision with the existence of a new social system, namely, social distancing and physical distancing, and was followed up with the Large-Scale Social Restriction Policy (PSBB).From the analysis, it can be seen that the income of public transportation owners before Covid-19 reached Rp. 309,186,000, - where the number of Sampri operating before Covid-19 reached 13 units, but after the Covid-19 pandemic the government treated the implementation of large-scale social restrictions (PSBB). , and limiting operational hours, the number of sampri operating from Samosir-Medan is only 8 units so that the total income of public transportation owners is reduced by 58% where the income of public transportation owners is only Rp. 193.842.000,-/year.
