Abstract: Penelitian ini bertujuan untuk Menjelaskan cara mengimlementasikan Kebijakan Peraturan Pemerintah Nomor 17 Tahun 2020 Tentang Perubahan Atas Peraturan Pemerintah Nomor 11 Tahun 2017 Tentang Manajemen Pegawai Negeri Sipil Dalam Pengembangan Karier di Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Kota Padangsidimpuan. Penelitian ini didesain sebagai penelitian kualitatif dengan pendekatan fenomenologi yang mengharuskan peneliti mengkaji sejumlah subjek dengan terlibat langsung dan dalam waktu relatif lama guna mengembangkan pola-pola dan hubungan- hubungan makna. Sedangkan pengumpulan data dilakukan dengan observasi, wawancara dan dokumentasi. Kemudian, Analisis data yang dilakukan dengan cara reduksi data, sajian data dan penyimpulan data. Hasil penelitian ini menggunakan tiga dimensi yaitu diklat, promosi dan mutasi pegawai yang telah terimplementasi berdasarkan kebijakan dalam pengembangan karir PNS pada Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Kota Padangsidimpuan meskipun masih ada beberapa hambatan dalam penerapannya. This study aims to explain how to implement Government Regulation Policy Number 17 of 2020 concerning Amendments to Government Regulation Number 11 of 2017 concerning Management of Civil Servants in Career Development at the Civil Service and Human Resources Development Agency of Padangsidimpuan City. This research is designed as a qualitative research with a phenomenological approach that requires researchers to examine a number of subjects by being directly involved and in a relatively long time in order to develop patterns and relationships of meaning. While the data collection is done by observation, interviews and documentation. Then, data analysis was carried out by means of data reduction, data presentation and data inference. The results of this study use three dimensions, namely education and training, promotions and employee transfers that have been implemented based on policies in the career development of civil servants at the Padangsidimpuan City Personnel and Human Resources Development Agency although there are still some obstacles in its implementation.
