Abstract: Perubahan aktivitas belanja masyarakat pada masa Covid-19 melanda Indonesia, khususnya di Lingkungan Kelurahan Padang Bulan Kecamatan Medan Baru Kota Medan, dimana ruang gerak masyarakat sangat dibatasi oleh pemerintah terlebih saat PPKM (Pemberlakuan Pembatasan Kegiatan Masyarakat). Tujuan penelitian adalah untuk mengetahui bagaimana Persepsi Masyarakat Dalam Menggunakan Aplikasi Shopee Belanja Online Di Masa Pandemi Covid-19 Pada Kelurahan Padang Bulan Kecamatan Medan Baru Kota Medan. Untuk mengetahui faktor-faktor apa saja yang menjadi penghabat Persepsi Masyarakat Dalam Menggunakan Aplikasi Shopee Belanja Online Di Masa Pandemi Covid-19 Pada Kelurahan Padang Bulan Kecamatan Medan Baru Kota Medan. Metode Penelitian ini merupakan sebuah penelitian deskriptif dengan pendekatan kualitatif sebagai prosedur penelitian yang menghasilkan data deskriptif berupa kata-kata tertulis atau lisan dari orang-orang dan perilaku yang diamati dari fenomena yang terjadi. Berdasarkan hasil penelitian meunjukkan bahwa Persepsi Masyarakat Dalam Menggunakan Aplikasi Shopee Belanja Online Di Masa Pandemi Covid-19 Pada Kelurahan Padang Bulan Kecamatan Medan Baru Kota Medan bahwa persepsi masyarakat Kelurahan Padang Bulan dalam menggunakan Aplikasi Shopee sangat berdampak positif dan mampu memenuhi kebutuhan yang sangat mudah dalam melakukan menggunakan Aplikasi Shopee dalam melakukan belanja secara online, disamping itu masyarakat Keluarahan Padang Bulan pada Aplikasi Shopee setiap melakukan belanja online dengan memberikan tanda bintang sehingga dengan pemeberian bintang tersebut termasuk golongan pembeli telah memiliki tingkat kepuasan belanja secara online. The changes in public spending activities above were due to during Covid-19 hitting Indonesia, especially in the Padang Bulan Village, Medan Baru District, Medan City, where the community's space for movement was very limited by the government, especially during PPKM (Enforcement of Restrictions on Community Activities). The purpose of the study was to find out how the public's perception of using the online shopping shopee application during the Covid 19 pandemic in Padang Bulan Village, Medan Baru District, Medan City. To find out what are the factors that hinder Public Perception in Using the Online Shopping Shopee Application in the Covid 19 Pandemic Period in Padang Bulan Village, Medan Baru District, Medan City. Methods This research is a descriptive study with a qualitative approach as a research procedure that produces descriptive data in the form of written or spoken words from people and observed behavior from the phenomena that occur. Based on the results of the study, it shows that Public Perceptions in Using the Shopee Online Shopping Application During the Covid 19 Pandemic In the Padang Bulan Village, Medan Baru District, Medan City that the perception of the Padang Bulan Village community in using the Shopee Application has a very positive impact and is able to meet the needs that are very easy to use. The Shopee application in doing online shopping, the shopee party in delivering packages carried out by couriers always obeys the Prokes during the Covid-19 Pandemic, besides that the price comparison with the application is very different from that compared to other applications, the evaluation is carried out by the Padang Bulan community on the Shopee application every do online shopping by giving an asterisk so that by giving the star the buyer group has a high level of online shopping satisfaction
