Abstract: Camat mengembangkan perannya sebagai pemimpin di kantor Camat. Terlebih dalam pencapain tujuan camat perlu mendayagunakan, mengarahkan dan memotivasi pegawai untuk selalu secara aktif melakukan aktivitas yang posi tif ke arah pencapaian tujuan organisasi Kecamatan. Penelitian ini bertujuan untuk mengetahui peran Camat dalam meningkatkan kinerja Pegawai dan faktor penghambat Camat dalam meningkatkan Kinerja Pegawai dikantor Medan Timur. Metode yang digunakan metode kualitatif yang bersifat deskriptif. Sumber data dalam penelitian ini adalah Camat Medan Timur, Sekretaris Camat dan Kepala Subbagian. Data yang dikum pulkan berdasarkan teknik pengumpulan data dengan observasi, wawancara dan dokumentasi. Hasil penelitian m enunjukkan bahwa peran Camat dalam meningkatkan kinerja pegawai memakai teori menurut Sondang P Siagian sudah cukup baik seperti peran interpersonal dengan memberikan pengarahan, motivasi dan pembinaan kepada pegawai, lalu peran informasional dilakukan ter buka dalam mendengarkan pendapat para pegawai, selanjutnya peran pengambilan keputusan yang dilakukan dengan melibatkan pegawai sebelum mengambil kebijakan dan peran pengawasan kurang baik dimana masih adanya pegawai yang tidak disiplin. Faktor penghambat Camat dalam meningkatkan kinerja pegawai di Kantor Kecamatan Medan Timur yaitu tidak adanya program pelatihan pegawai. Selain itu kurangnya sarana dan prasarana seperti fasilitas dan ruangan bagi pegawai. Serta kurangnya kedisiplinan pegawai dalam kehadiran karena kurangnya pengawasan Camat. The Camat develops his role as a leader in the Camat office. Moreover, in achieving the goals of the sub-district, it is necessary to utilize, direct and motivate employees to always actively carry out positive activities towards achieving the goals of the subdistrict organization. This study aims to determine the role of the Camat in improving employee performance and the inhibiting factors of the Camat in improving employee performance at the Medan Timur office. The method used is descriptive qualitative method. The sources of data in this study were the District Head of East Medan, the Secretary of the District Head and the Head of the Subdivision. The data collected is based on data collection techniques with observation, interviews and documentation. The results showed that the Camat's role in improving employee performance using theory according to Sondang P Siagian was quite good such as the interpersonal role by providing direction, motivation and coaching to employees, then the informational role was carried out openly in listening to the opinions of employees, then the decision-making role was carried out by involving employees before taking policies and the supervisory role is not good where there are still undisciplined employees. The inhibiting factor for the Camat in improving employee performance at the Medan Timur District Office is the absence of an employee training program. In addition, the lack of facilities and infrastructure such as facilities and rooms for employees. As well as the lack of employee discipline in attendance due to the lack of supervision of the Camat.
