Abstract: Permasalahan dalam pelayanan kesehatan BPJS di Puskesmas Tigaurung adalah minimnya tenaga medis dan terjadi penurunan jumlah kunjungan pasien ke Puskesmas selama pandemi. Penelitian ini bertujuan untuk mengetahui seberapa efektif Pelayanan Kesehatan BPJS di Puskesmas Tigaurung dan untuk mengetahui faktor pendukung dan faktor penghambat efektivitas pelayanan kesehatan BPJS. Penelitian ini menggunakan metode deskriptif kualitatif, dengan teknik pengumpulan data observasi, wawancara, dokumentasi dan triangulasi. Teori yang digunakan dalam penelitian ini adalah teori efektivitas oleh Sutrisno dengan hasil penelitian yang menunjukkan bahwa pelayanan kesehatan BPJS di Puskesmas Tigaurung cukup efektif yang dapat dibuktikan sebagai berikut; pertama pasien di puskesmas Tigaurung sudah paham dengan program BPJS; kedua BPJS Kesehatan di Puskesmas Tigaurung sudah tepat sasaran; ketiga BPJS Kesehatan memberikan perubahan nyata bagi warga Negara Indonesia; keempat pelayanan kesehatan di Puskesmas sudah tepat waktu; kelima tujuan dari BPJS Kesehatan belum tercapai. Faktor pendukung efektivitas pelayanan kesehatan BPJS di Puskesmas Tigaurung Kecamatan Pamatang Sidamanik yaitu biaya gratis dan pegawai yang ramah. Sedangkan faktor penghambat adalah terlambat bayar iuran BPJS, lokasi yang tidak strategis dan masyarakat tidak paham menggunakan aplikasi mobile JKN, belum tersedia rawat inap. The problem with BPJS health services at the Tigaurung Health Center is the lack of medical personnel and a decrease in the number of patient visits to the Puskesmas during the pandemic. This study aims to determine how effective BPJS Health Services are at Tigaurung Health Center and to determine the supporting factors and inhibiting factors for the effectiveness of BPJS health services. This study uses a qualitative descriptive method, with data collection techniques of observation, interviews, documentation and triangulation. The theory used in this study is the theory of effectiveness by Sutrisno with research results showing that BPJS health services at the Tigaurung Health Center are quite effective which can be proven as follows; first, the patients at the Tigaurung health center were familiar with the BPJS program; both BPJS Health at Tigaurung Health Center were right on target; the third BPJS Health provides real changes for Indonesian citizens; the four health services at the Puskesmas are on time; the five goals of BPJS Health have not been achieved. Factors supporting the effectiveness of BPJS health services at Tigaurung Health Center, Pamatang Sidamanik District, are free fees and friendly employees. Meanwhile, the inhibiting factors are the late payment of BPJS contributions, the location is not strategic and the community does not understand using the JKN mobile application, there is no hospitalization available.
