Abstract: Implementasi Program Bantuan Pangan Non Tunai (BPNT) merupakan salah satu kebijakan yag tertuang dalam peraturan Presiden Republik Indonesia No 63 Tahun 2017 Tentang Penyaluran Bantuan Sosil Secara Non Tunai. Bantuan Pangan Non Tunai (BPNT) adalah suatu Program yang disalurkan dalam bentuk non Tunai kepada keluarga penerima manfaat (KPM) setiap bulan melalui mekanisme uang elektronik yang digunakan untuk membeli bahan pangan di E-warung dengan Kartu Keluarga Sejahtera (KKS) Pembentukan program Bantuan Pangan Non Tunai (BPNT) bertujuan untuk pembantu pemenuhan kebutuhan pangan sehari-hari dan meningkatkan kesejahteraan keluarga penerima manfaat bantuan sosial serta pemberdayakan kelompok masyarakat melalui E-Warung. Penelitian ini menggunakan Metode Deskriptif dengan pendekatan kualitatif serta teknik pengumpulan data, wawancara, observasi dan dokumentasi yang dilakukan pada kecamatan deli tua yang difokuskan pada 1 e-warung. Hasil Penelitian menunjukkan bahwa implementasi Program Bantuan Pangan Non Tunai (BPNT) di Kecamatan Deli Tua, sudah optimal yakni berkaitan dengan sasaran program yang pembagiannya sudah merata akan tetapi masyarakat sudah memahami proses terkait dengan program masyrakat juga sudah mandiri dalam melakukan transaksi non tunai pada e-warung. Program Bantuan Pangan Non Tunai (BPNT) telah mengikutsertakan dan memberdayakan masyrakat menjadi wirausaha dengan menggunakan modal usaha dari pemerintah dalam mengelola dan mengembangkan E-warung sehingga meraka menjadi lebih mandiri dan menambah pendapatan serta meningkatkan perekonomiannya melalui E-warung walaupun Program Bantuan Pangan Non Tunai (BPNT) dan E-warong beroperasi namun masih terdapat masalah yang berkaitan dengan administrasi sehingga menyebabkan masih terdapatnya saldo dari KPM yang kosong, pencairan yang tidak sesuai jadwal yang ditentukan dan jaringan yang lambat pada saat menggesekkan kartu. The implementation of the Non-Cash Food Assistance Program (BPNT) is one of the policies contained in the regulation of the President of the Republic of Indonesia No. 63 of 2017 concerning the Distribution of Non-Cash Social Assistance. Non-Cash Food Assistance (BPNT) is a program that is distributed in the form of non-cash to beneficiary families (KPM) every month through an electronic money mechanism that is used to buy food at E-warung with a Prosperous Family Card (KKS) Establishment of a Food Assistance program Non-Cash (BPNT) aims to help fulfill daily food needs and improve the welfare of families receiving social assistance benefits as well as empowering community groups through E-Warung. This study uses a descriptive method with a qualitative approach as well as data collection techniques, interviews, observations and documentation carried out in the old deli district which is focused on 1 e-warung. The results showed that the implementation of the Non-Cash Food Assistance Program (BPNT) in Deli Tua District was optimal, namely related to program targets whose distribution was evenly distributed, but the community had understood the process related to community programs and was independent in conducting non-cash transactions on e-commerce. shop. The Non-Cash Food Assistance Program (BPNT) has included and empowered the community to become entrepreneurs by using business capital from the government in managing and developing E-warung so that they become more independent and increase their income and improve their economy through E-warung although the Non-Cash Food Assistance Program ( BPNT) and E-warong are operating but there are still problems related to administration, causing there to still be empty KPM balances, disbursement that is not according to the specified schedule and slow network when swiping cards.
