Implementasi Peraturan Gubernur Aceh No.79 Tahun 2015 Tentang Pemanfaatan Transfer Bagian Dana Otonomi Khusus Aceh Terhadap Belanja Pembangunan di Kabupaten Aceh Timur

Abstract

Proses perencanaan dan penyusunan program kegiatan yang dibiayai oleh Dana Otsus menjadi salah satu titik lemah dalam tata kelola Dana Otsus.Dimana proses perencanaan dan penyusunan program kegiatan belum mengacu pada petunjuk pelaksanaan yang jelas dan tegas. Hasil observasi menunjukkan bahwa RPJM tidak cukup spesifik untuk dijadikan acuan pengajuan usulan program, sementara itu rencana induk (masterplan) penggunaan Dana Otsus yang sudah tersedia belum penah disosialisasi, sehingga belum bisa dijadikan acuan. Perumusan masalah dalam penelitian ini adalah Bagaimana Implementasi Peraturan Gubernur No. 79 Tahun 2015 tentang Pemanfaatan Transfer Bagian Dana Otonomi Khusus Aceh terhadap Belanja Pembangunan di Kabupaten Aceh Timur. Tujuan yang ingin dicapai dalam penelitian ini adalah mengetahui Implementasi Peraturan Gubernur No. 79 Tahun 20015,Mengetahui hambatan yang dihadapi, melihat sejauh mana efektifitas pelaksanaan program dan kegiatan yang bersumber dari dana otonomi khusus di Kabupaten Aceh Timur. Dari hasil penelitian berdasarkan teori Grindle, diperoleh kesimpulan bahwa dari enam variabel tentang isi kebijakan terdapat tiga variabel yang sesuai: Kepentingan yang terpengaruhi oleh kebijakan adalah Pemerintah Aceh dan Pemerintah Kabupaten Aceh Timur,jenis manfaat yang akan dihasilkan sudah sesuai dengan peraturan namun belum maksimal, perubahan yang diinginkan sudah terlaksana, kedudukan pembuat kebijakan sudah sesuai berdasarkan undang-undang, implementator melaksanakan tugas dan fungsinya dengan baik dan sumber daya yang dihasilkan belum maksimal. The process of planning and programming of activities funded by earmarked to be one weak point in the governance of the funds. It seems that the process of planning and programming activity is not referring to a planning document that has a strong foundation. FGD results indicate that the Development Plan is not specific enough to be used as a reference to the proposal of the program,while the master plan (master plan) the usc of SAF also has not been available so can not be used as a reference. Although there arc complaints that the poposals from the districts / cities often experience changes both in terms of the types and forms of activity,but in general, the results of field surveys indicate that the activities carried out are generally derived from the proposed district/ city. The formulation of the problem in this research is how the implementation of the Governor Regulation No. 79 Year 2015 concerning the utilization of the Special Autonomy Fund Transfer Section of Acch on Development Expenditure in East Acch district. The aim of this research was to determine the implementation of the Govemor Regulation No. 79 Year 20015,Knowing the obstacles encountcred,seeing the extent to which the effectiveness of the implementation of programs and activities funded by special autonomy in East Aceh district. From the results of the study based on the theory Grindle,the conclusion that the interests are affected by the policy of the Government of Aceh and the Govenment of East Acch district, the kind of benefits that would be generated is in conformity with the rules but not the maximum, the desired changes have been implemented, the position of policy makers is appropriate based on laws OF, implementer duties and functions appropriately and resources produced not maximized.
