Abstract: Perkembangan teknologi yang terjadi saat ini dapat mempermudah pengurusan dan pelayanan administrasi masyarakat di bidang kependudukan dan pencatatan sipil sehingga sangat efisien. Pelayanan administrasi kependudukan secara daring merupakan rangkaian kegiatan penataan dan penerbitan dokumen dan data kependudukan berbasis elektronik melalui pendaftaran penduduk, pencatatan sipil, pengelolaan informasi administrasi kependudukan serta pendayagunaan hasilnya untuk pelayanan publik dan pembangunan sektor lain. Jenis penelitian yang digunakan adalah penelitian kualitatif. Teknik pengumpulan data yang digunakan penulis yaitu wawancara, observasi, dokumentasi, dan studi kepustakaan. Teknik analisis data yang digunakan adalah analisis data kualitatif deskriptif. Hasil penelitian menunjukkan bahwa Implementasi Peraturan Menteri Dalam Negeri No. 7 Tahun 2019 Tentang Pelayanan Administrasi kependudukan Secara Daring Pada Dinas Kependudukan dan Pencatatan Sipil Kabupaten Deli Serdang telah diterapkan meskipun belum efektif karena terdapat hambatan- hambatan di beberapa hal diantaranya sosialisasi langsung tidak dapat dilaksanakan secara efektif dikarenakan Pandemi Covid-19 yang mengurangi aktivitas berkumpul, sumber daya yang tersedia berupa sumber daya manusia, peralatan (sistem informasi) dan keuangan. Namun pelayanan administrasi secara daring akan terus ditingkatkan guna mendukung kebijakan pemerintah dalam mewujudkan pelayanan prima. Technological developments that occur at this time can facilitate the management and public administration services in the field of population and civil registration so that they are very efficient. Online population administration services are a series of activities for structuring and publishing electronic-based population documents and data through population registration, civil registration, management of population administration information and the utilization of the results for public services and other sector development. The type of research used is qualitative research. Data collection techniques used by the author are interviews, observation, documentation, and literature study. The data analysis technique used is descriptive qualitative data analysis. The results showed that the Implementation of the Minister of Home Affairs Regulation No. 7 of 2019 Concerning Online Population Administration Services at the Deli Serdang Regency Population and Civil Registration Service has been implemented although it has not been effective because there are obstacles in several ways including direct socialization that cannot be carried out effectively due to the Covid-19 pandemic which reduces gathering activities, sources available resources in the form of human resources, equipment (information systems) and finance. However, online administrative services will continue to be improved to support government policies in realizing excellent service.
