Abstract: Banyaknya pegawai di Sekretariat Daerah Kabupaten Batu Bara yang menempati posisi jabatan yang tidak sesuai dengan bidang jabatannya, sehingga mempengaruhi kinerja pegawai. Persediaan pegawai di Sekretariat Daerah Kabupaten Batu Bara masih terbilang belum cukup untuk memenuhi sumber daya manusia yang ada. Tujuan penelitian adalah untuk menganalisis dan mendeskripsikan bagaimana peranan analisis jabatan terhadap kinerja pegawai di Sekretariat Daerah Kabupaten Batu Bara. Serta untuk menganalisis kendala dalam peranan analisis jabatan terhadap kinerja pegawai di Sekretariat Daerah Kabupaten Batu Bara. Jenis penelitian ini merupakan penelitian kualitatif. Pengumpulan data melalui metode dari hasil observasi, wawancara dan dokumentasi. Hasil penelitian menunjukan penerapan analisis jabatan terhadap kinerja pegawai berupa isi jabatan (job content) di Sekretariat Daerah Kabupaten Batu Bara sudah baik. Isi jabatan (job content) berupa tugas-tugas, pekerjaan-pekerjaan, tanggung jawab, kewenangan maupun kondisi kerja di Sekretariat Daerah Kabupaten Batu Bara sudah dilaksanakan sesuai hasil deskripsi jabatan. Selain itu, pemanfaatan isi jabatan (job content) sebagai landasan untuk melaksanakan syarat lingkungan kerja serta landasan untuk pemenuhan kebutuhan peralatan, juga sudah dilakukan. Namun penerapan analisis jabatan terhadap kinerja pegawai berupa kualifikasi jabatan (job specification) di Sekretariat Daerah Kabupaten Batu Bara belum optimal. Indikasi hal tersebut adalah bidang ilmu atau jurusan pendidikan, pengalaman kerja di Sekretariat Daerah Kabupaten Batu Bara belum sesuai dengan spesifikasi jabatan (job specification). Masih ada pegawai yang ditempatkan tidak sesuai dengan latar belakang pendidikan yang dimilikinya. Kendala dalam peranan analisis jabatan terhadap kinerja pegawai di Sekretariat Daerah Kabupaten Batu Bara adalah kurangnya komitmen dari pimpinan. Peranan analisis jabatan terhadap kinerja pegawai di Sekretariat Daerah Kabupaten Batu Bara ternyata belum dapat dicapai secara optimal. Hal tersebut disebabkan komitmen dari pimpinan yang belum maksimal. Sehingga merefleksi kepada kinerja pegawai. Penerapan analisis jabatan hendaknya di aplikasikan sesuai dengan kualifikasi yang telah ditentukan. Terbatasnya jumlah pegawai. Dalam pelaksanaannya, Sekretariat Daerah Kabupaten Batu Bara masih mengalami kendala dengan terbatasnya jumlah pegawai. Dengan adanya kesenjangan kompetensi yang ditunjukkan ketidaksesuaian antara kompetensi yang dibutuhkan dengan yang tersedia. The number of employees at the Regional Secretariat of Batu Bara Regency who occupy positions that are not in accordance with their field of office, thus affecting employee performance. The supply of employees at the Regional Secretariat of Batu Bara Regency is still not enough to meet the existing human resources. The purpose of the study was to analyze and describe how the role of job analysis on employee performance at the Regional Secretariat of Batu Bara Regency. As well as to analyze the constraints in the role of job analysis on employee performance at the Regional Secretariat of Batu Bara Regency. This type of research is a qualitative research. Collecting data through methods from observations, interviews and documentation. The results showed that the application of job analysis to employee performance in the form of job content at the Regional Secretariat of Batu Bara Regency was good. The job content in the form of tasks, jobs, responsibilities, authorities and working conditions at the Regional Secretariat of Batu Bara Regency has been carried out according to the results of the job description. In addition, the use of job content as a basis for implementing the requirements of the work environment and the basis for meeting equipment needs, has also been carried out. However, the application of job analysis to employee performance in the form of job specifications at the Regional Secretariat of Batu Bara Regency has not been optimal. Indications of this are the field of science or education majors, work experience at the Regional Secretariat of Batu Bara Regency has not been in accordance with the job specification. There are still employees who are placed not according to their educational background. The obstacle in the role of job analysis on employee performance at the Regional Secretariat of Batu Bara Regency is the lack of commitment from the leadership. The role of job analysis on employee performance at the Regional Secretariat of Batu Bara Regency has not been achieved optimally. This is due to the commitment of the leadership that has not been maximized. So that it reflects on the performance of employees. The application of job analysis should be applied in accordance with predetermined qualifications. Limited number of employees. In its implementation, the Regional Secretariat of Batu Bara Regency is still experiencing problems with the limited number of employees. With the competency gap, it is shown that there is a mismatch between the required and available competencies.
