Abstract

To improve the quality of education systematically, the best way starting from elementary school (SD). Due to an increase in the quality of education in primary schools systematically will have an impact on quality improvement at the next level. In developing and improving the quality of human resources education plays an important role. However, interest and attention on the quality aspect of education services can be said emerging in the last decade. The success of education services specified in providing quality service to the users of educational services (students, stakeholders, community). Based on the existing problems, the formulation of the problem in this research is all about improving the quality of primary school education in the District Education Office UPT environment Medan Helvetia, what are the constraints / problems in improving the quality of primary school education in the District Education Office UPT environment Medan Helvetia. The purpose of this research is to know the extent of the increase in the quality of education in Environmental Technical Implementation Unit of the Department of Education district of Medan Helvetia, knowing the constraints / problems in improving the quality of education in the District Education Office UPT Medan Helvetia. From the research results can be seen that the vision, mission and goals of elementary schools in the district of Medan Helvetia has been socialized properly, school self-evaluation has been done by the elementary school in the neighborhood district of Medan Helvetia, the role of Elementary School Principal in the district of Medan Helvetia as a leader, supervisor, motivator and innovator in improving the quality of education has been implemented, improving the quality of teachers conducted based on the vision, mission and objectives of the school. In general obstacles encountered is still low awareness of their teachers who will improve the quality of education, there is still a less competent teacher, their teaching staff were less competent
