Implementasi Kebijakan Pelayanan Administrasi Terpadu Kecamatan (PATEN) Dalam Meningkatkan Kualitas Pelayanan Publik di Kecamatan Sidikalang Kabupaten Dairi

Abstract

This study discusses the decentralization of public service performed by the local government through the delegation of authority from the regent to the subdistrict, which is based on the Regulation Number 4 of 2010 on Guidelines for the District Integrated Administrative Service. Purpose of the implementation of this study was to describe the stages held in the District PATENT Sidikalang, about the factors that affect the implementation Sidikalang PATENT in the district. By using qualitative descriptive method, this research resulted in several conclusions that socialization is done either between the district with the District of yet completely uneven has not been able to raise public awareness, the quality and quantity of personnel are inadequate, coordination between relevant agencies either party whose interest are affected especially districts with the Department of Investment and Licensing services One Stop has not been done up and tend to walk alone, notch policymakers addressed with political will and commitment to the Regent Dairi in initiating policy implementation Administrative services Integrated Sub-district as well as commitment to improve service delivery publicy owned by Regent Dairi not yet internalized comprehensively up to staff (frontline) in the district, because they found irregularities in illegal fees or a touts hanging around. Based on the analysis of research, the sub-district plays an important role as a service center that is closest to the people, especially over large areas and difficult to reach. Therefore, in addition to their broad discretion in accordance with its portion, then the sub-district also needs to be supported by the fund, infrastructure and adequate personnel both quantity and quality.
