Implementasi Peraturan Bupati Dairi Nomor 20 Tahun 2014 Tentang Pembentukan Unit Layanan Pengadaan Barang/Jasa Pemerintahan Kabupaten Dairi

Abstract

The purpose of this research is to know and analyze the implementation of Dairy Regent Regulation No. 20 year 2014 on Establishment of Procurement Unit (ULP) of Dairi Regency Government and explain what become obstacles (regulation, human resources, culture and others in Implementation implementation Regulation of Dairi Regent No. 20 year 2014 on Establishment of Procurement Service Unit (ULP) of Dairi District Government. Method of research with qualitative descriptive approach Technique Data collecting by interview, questionnaire distribution and study. Key informant is Head of Procurement Unit of Dairi Regency. Data analysis with data reduction, data presentation and conclusion. The results of the study show that the implementation of Dairy Regent Regulation No. 20 of 2014 on the Establishment of Procurement Services Unit (ULP) of Dairi ULP Regency Government has not been optimal. This can be seen from several aspects. First, the communication shows that the coordination of procurement services unit with budget users/authorized users of budget and members of the ULP working group is not involved in reviewing procurement document. Secondly, the resources that are still present in the ULP do not have a procurement expertise certificate, and the lack of ULP personnel, especially in the ULP secretariat and do not have Standard Operating Procedures (SOP) in accordance with local conditions. Third, the disposition shows that there are still members of the Working Group who neglect and lack the focus in performing their duties such as reporting the results of procurement to the Head of ULP and still not maximal, especially in the management of goods/services.
