Abstract: Kinerja Pegawai penting dalam pemberian pelayanan kepada masyarakat, kualitas pelayanan yang baik membawa kepuasan bagi masyarakat terkait penyelenggaraan pelayanan publik yang diselenggarakan oleh Pemerintah dalam melaksanakan hak dan kewajibannya sesuai dengan kedudukannya dan tanggung jawabnya penghulu mempunyai peran sangat penting dalam meningkatkan kinerja pegawai dalam mengarahkan pegawai. Sesuai tanggung jawabnya sebagai Penghulu di Kantor Kepenghuluan Balam Sempurna Kecamatan Balai Jaya. penelitian ini dilatar belakangi kinerja pegawai dalam pelayanan publik kurang optimal terhadap waktu dan rendahnya pengetahuan maka dari itu peran Penghulu diperlukan untuk meningkatkan kinerja pegawai yang bertujuan untuk mengetahui bagaimana peranan penghulu dalam meningkatkan kinerja pegawai pada pelayanan administrasi di Kantor Kepenghuluan Balam Sempurna Kecamatan Balai Jaya Kabupaten Rokan Hilir dan faktor penghambat penghulu dalam meningkatkan kinerja pegawai pada pelayanan administrasi di Kantor Kepenghuluan Balam Sempurna Kecamatan Balai Jaya Kabupaten Rokan Hilir. Adapun metode yang digunakan peneliti dalam penelitian adalah metode kualitatif yang bersifat deskriptif. Teknik pengumpulan data yang digunakan adalah observasi, wawancara, dan dokumentasi. Informan kuncinya dalam penelitian ini yaitu Bapak penghulu. Dan informan utamanya Sekretaris Kantor Kepenghuluan Balam Sempurna, Kepala Kasi Pelayanan, Kepala Urusan Tata Usaha & Umum, Staf Administrasi dan Informan Tambahannya Masyarakat Kepenghuluan Kecamatan Balai Jaya. Hasil penelitian menunjukkan bahwa peranan penghulu dalam meningkatkan kinerja pegawai di Kantor Kepenghuluan Balam Sempurna Kecamatan Balai Jaya yaitu peran interpersional memberikan motivasi dan arahan cukup sering dilakukan lewat rapat, peran informasional sebagai pemberi informasi untuk menginformasikan pegawai sesuai tugas nya masing-masing yang harus dilakukan melalui group whatsapp dan ketika ada dikantor diinformasikan secara langsung. sebagai penerima informasi selalu menanggapi pendapat bawahannya dengan baik dan melibatkan semua pegawai. peran pengambilan keputusan oleh penghulu secara musyawarah dengan melibatkan pegawai dalam peningkatan kinerja pegawai. Dan peran pengawasannya tidak terlaksana dengan baik dikarenakan kurangnya pengawasan setiap kegiatan yang dilakukan, sedangkan faktor penghambatnya rendahnya pengetahuan pegawai, rendahnya tingkat kedisiplinan, kelalaian pegawai, dan kurangnya kesadaran diri pegawai Kepenghuluan Balam Sempurna Kecamatan Balai Jaya. Employee performance is important in providing services to the community, good service quality brings satisfaction to the community regarding the implementation of public services organized by the Government in carrying out their rights and obligations in accordance with their position and responsibilities. In accordance with his responsibilities as a Penghulu at the Balam Sempurna Penghuluan Office, Balai Jaya District. This research is motivated by the performance of employees in public services that are less than optimal with respect to time and lack of knowledge, therefore the role of the Penghulu is needed to improve employee performance which aims to find out how the role of the Penghulu is in improving employee performance in administrative services at the Balam Sempurna Kepenghuluan Office, Balai Jaya District, Rokan Regency. Downstream and the inhibiting factors of the penghulu in improving the performance of employees in administrative services at the Balam Sempurna Kepenghuluan Office, Balai Jaya District, Rokan Hilir Regency. The method used by researchers in this study is a descriptive qualitative method. Data collection techniques used are observation, interviews, and documentation. The key informant in this research is Mr. Penghulu. And the main informants are the Secretary of the Balam Sempurna Penghuluan Office, the Head of the Service Section, the Head of Administration & General Affairs, the Administrative Staff and Additional Informants are the Penghuluan Community of Balai Jaya District. The results showed that the role of the penghulu in improving the performance of employees at the Balai Jaya Penghuluan Office, namely the interpersonal role of providing motivation and direction quite often through meetings, the informational role as a provider of information to inform employees according to their respective duties which must be done through the group whatsapp and when you are at the office, you will be informed directly. as a recipient of information always responds to the opinions of his subordinates well and involves all employees. the role of decision-making by the penghulu in deliberation by involving employees in improving employee performance. And the supervisory role is not carried out properly due to the lack of supervision of every activity carried out, while the inhibiting factors are the low level of employee knowledge, low levels of discipline, employee negligence, and lack of self-awareness of Balam Sempurna Kepenghuluan employees, Balai Jaya District.
