Abstract: Penerimaan tunjangan bagi Guru Pegawai Negeri Sipil mempengaruhi profesionalitas, kesejahteraan dan kinerja mereka. Keterlambatan menerima tunjangan menjadi permasalahan utama bagi guru penerima tunjangan profesi atau tunjangan khusus maupun tambahan penghasilan. Penelitian ini bertujuan mengetahui proses penyaluran tunjangan dan kinerja guru Pegawai Negeri Sipil sesuai Peraturan Menteri Pendidikan Nomor 19 Tahun 2019 berdasarkan teori kebijakan. Penelitian menggunakan metode penelitian deskriptif dengan pendekatan kualitatif, sedangkan teknik analisis data menggunakan penelitian deskriptif. Wawancara dan pengamatan terhadap implementor dilakukan di Dinas Pendidikan Provinsi Sumatera Utara, sedangkan untuk mengetahui kinerja guru setelah menerima tunjangan dilakukan dengan menyebarkan kuisioner terbuka secara online kepada 58 kepala SMA/SMK/SLB Negeri di kabupaten/kota yang ada menerima tunjangan profesi, tunjangan khusus dan tambahan penghasilan. Hasil penelitian menunjukkan bahwa implementor telah melaksanakan tugasnya dengan baik serta kinerja guru sudah baik. Untuk memudahkan pencarian dari penulisan ini, maka kata kunci yang perlu dicantumkan adalah implementasi penyaluran tunjangan guru, manfaat tunjangan guru, kinerja guru. Receipt of allowances for Civil Servant Teachers affects their professionalism, welfare and performance. Delays in receiving allowances are a major problem for teachers who receive professional allowances or special allowances or additional income. This study aims to determine the process of distributing allowances and the performance of civil servant teachers according to the Minister of Education Regulation Number 19 of 2019 based on policy theory. The study uses descriptive research methods with a qualitative approach, while data analysis techniques use descriptive research. Interviews and observations of the implementor were carried out at the North Sumatera Provincial Education Office, while to find out the performance of teachers after receiving the allowance was done by distributing open questionnaires online to 58 heads of SMA/SMK/SLB Negeri in the districts/cities that received professional allowances, special allowances and additional income. The results showed that the implementor had done his job well and the teacher's performance was good. To facilitate the search for this paper, the key words that need to be included are the implementation of the distribution of teacher allowances, the benefits of teacher allowances, teacher performance.
