Abstract: Penelitian Perencanaan Penerapan Area Traffic Control System dilakukan di Simpang Jalan Bambu Kota Medan karena pada Simpang tersebut mempunyai tingkat kepadatan pada waktu jam sibuk. Sehubungan dengan hal itu maka perlu di lakukan penelitian dengan menggunakan Standar Manual Kapasitas Jalan Indonesia 1997. Penelitian ini bertujuan untuk mengetahui efektivitas penerapan ATCS pada simpang Bambu. Perhitungan analisis dan simulasi yang diterapkan dalam penelitian ini menggunakan metode MKJI 1997. Data primer yang diambil dalam penelitian berupa geometrik jalan, kondisi lingkungan, kecepatan lalu lintas, volume lalu lintas, dan penggunaan sinyal.Sedangkan data sekunder yang dibutuhkan adalah data Jumlah Penduduk Kota Medan. Berdasarkan hasil analisis data, maka didapatkan nilai derajat kejenuhan (Ds) pada Lengan Utara Simpang Jalan Bambu sebesar 1,09, pada Lengan Selatan Simpang Jalan Bambu sebesar 1,16, pada Lengan Barat Simpang Jalan Sutomo Ujung sebesar 1,51, dan pada Lengan Timur Simpang Sutomo Ujung sebesar 1,27.Sesuai dengan nilai derajat kejenuhan dan didapat Tingkat Pelayanan (Level of Service) Kinerja Simpang Jalan Bambu berada pada Kategori F dimana arus lalu lintasnya kurang stabil dan kadang sering menyebabkan kemacetan. Penanganan simpang dilakukan dengan merubah waktu hilang (LTI) dan waktu hijau (g) sesuai dengan standar nilai normal waktu antar hijau di MKJI dimaksudkan agar dapat mempersingkat waktu siklus (c). Dari hasil simulasi dengan waktu siklus (c) = 305 detik dan waktu hilang (LTI) = 18 detik, didapat nilai Ds = 0,52 Dengan hasil perhitungan simulasi tersebut, maka dapat menambah Kapasitas Pada Simpang Jalan Bambu dan menambah kenyamanan untuk pengguna jalan karena waktu siklus yang lebih pendek. Planning research on the implementation of The Traffic Control System was carried out at the Bambu Intersection in Medan City because at this level the density during peak hours. In connection with this, it is necessary to conduct research using the 1997 Indonesian Road Capacity Manual Standart. This study aims to determine the effectiveness of the application of the Traffic Control System at the Intersection Bambu.Analysis and Simulation calculations applied in this study used the MKJI 1997 Method. Primary data were taken in the form of Road Geometries, Environmental Condition, Traffic Speeds, Traffic Volumes and Signal Usage. While The Secondary data needed is data on the number of Terrain City Residents.Based on the result of the data analysis, the value of degree of saturation (Ds) On the north arm of the Bambu Intersection is 1,09, on the southern arm of the Bambu Intersection is 1,16, on the westernarm of the Sutomo Ujung Road at 1,51 and at the eastern arm of the Sutomo Intersection at 1,27. In accordance with the value of the degree of saturation and the Level of Service obtained (LOS) the performance of the Bambu Road Intersection is in Category F where the Traffic flow is less stable and sometimes often causes congestion. Intersection handling is done by changing the lost time (LTI) and green Time (g). according to the Standart value o the normal time between green in MKJI to facilitate accelerating the cycle time (c). From the simulation results with cycle time = 305 second and the lost time = 19 second. The value of Ds = 0,56 is obtained. With the results of this simulations calculation it can add capacity to the Bambu Crossroads and Increase comfort for road users due to shorter cycle times.
