dc.description.abstractbanyaknya masyarakat yang tidak puas dengan hasil program perangkat desa. Evaluasi penyaluran program akan menjadi bagian dari strategi dalam membuat suatu kebijakan menjadi lebih baik. Tujuan penelitian untuk mengetahui evaluasi dan hambatan dalam penyaluran program anggaran dana desa di desa Pamah Kecamatan Tanah Pinem Kabupaten Dairi. Metode penelitian yang digunakan adalah metode Kualitatif deskriptif. Sumber data dalam penelitian ini adalah kepala desa, perwakilan perangkat desa dan perwakilan dari masyarakat. Hasil penelitian menunjukkan bahwa penyaluran program yang ada di desa Pamah masih belum sesuai dengan apa yang direncanakan. Hal itu dapat di lihat berdasarkan fakta dari efektifitas belum berjalan dengan seharusnya, kecukupan sudah menerapkan sistem musyawarah, penerapan belum menjalankan program yang sesuai, responsibilitas sudah cukup memuaskan dan ketepatan sudah fokus pada kebutuhan masyarakat. Terkait faktor penghambat dalam penyaluran program anggran dana desa banyak disebabkan karena rendahnya partisipasi masyarakat dalam merancang suatu kebijakan yang didalamnya bertujuan untuk kepentingan desa itu sendiri sehingga dapat disimpulkan bahwa penyaluran program akan lebih efektif apabila masyarakat lebih aktif dalam setiap pembuatan program yang baru berdasarkan hasil diskusi secara bersama. Most of the problems in the village are that there are still many programs that have not been implemented properly and some have. This can be seen from the number of people who are dissatisfied with the results of the village apparatus program. Evaluation of program distribution will be part of a better policy making strategy. The purpose of this study was to determine the evaluation and constraints in the distribution of the village fund program in Pamah Village, Tanah Pinem District, Dairi Regency. The research method used is descriptive qualitative method. The data sources in this study were the village head, village officials and community representatives. The results showed that the distribution of existing programs in Pamah Village was still not as planned. This can be seen from the ineffectiveness that has not been going well, the implementation of adequate deliberations, inaccurate program implementation, satisfactory responsibility and the accuracy of which has focused on the needs of the community. Regarding the inhibiting factors in the distribution of the village fund budgeting program, many are caused by the low level of community participation in designing policies aimed at the interests of the village itself so that it can be concluded that program distribution will be more effective if the community is more active in creating new programs based on the results of joint discussions.en_US
