dc.description.abstractLatar belakang masalah dalam skripsi ini adalah kinerja pegawai negeri sipil dalam menangani bantuan sosial atau PKH (Program Keluarga Harapan) masih kurang baik, kurangnya kedisiplinan pegawai serta pelayanan yang kurang baik terhadap masyarakat. Penelitian ini bertujuan untuk mengetahui kinerja pegawai negeri sipil serta hambatan kinerja pegawai negeri sipil pada Bidang Rehabilitas Perlindungan dan Jaminan Sosial di Dinas Sosial Kabupaten Nias Barat. Penelitian ini mengunakan metode kualitatif sebagai analisis data. Sumber data dalam penelitian ini adalah Kepala Dinas Sosial, Kepala Bidang, kepala seksi rehabilitas perlindungan dan jamianan sosial dan masyarakat fakir miskin. Data di kumpulkan berdasarkan teknik pengumpulan data yaitu observasi, wawancara, dokumentasi dan tringulasi data. Untuk indikator di gunakan teori Agus Dwiyanto 2006. Hasil menunjukan kinerja pegawai negeri sipil di Bidang Rehabilitas Perlindungan dan Jaminan Sosial di Dinas Sosial Kabupaten Nias Barat dilihat dari tingkat Produktivitas, Kualitas layanan, Responsivitas, Responsibilitas, akuntabilitas masih kurang baik. The background of the problem in this thesis is the performance of civil servants in handling social assistance or PKH (Family hope program) still not good, lack of staff discipline and poor service towards society. This study aims to determine empoloyee performance barriers to civil servants in the rehabilition sector social protection and security at the west nias district social service. This study uses qualitative methods as data analysis. Data source in this research is the Head of Social Service, Head of Division, Head of Section rehabilitation and social protection and security for the poor. Data on collect based on data collection techniques, namely observation, interviews, documentation and data triangulation. For indicators used the theory of Agus Dwiyanto. 2006 The results show the performance of civil servants in Rehabilitation Sector, Social Protection and Security at the District Social Service West Nias, seen from the level of productivity, service quality, responsiveness, responsibility, accountability is still not good.en_US
