Abstract: Penelitian ini bertujuan untuk mengetahui peranan motivasi dan faktor penghambat motivasi dalam meningkatkan kinerja pegawai berbasis kebutuhan pada kantor Kesyahbandaran dan Otoritas Pelabuhan Kelas IV Tanjungbalai Asahan. Jenis penelitian ini menggunakan pendekatan kualitatif dan berbentuk deskriptif. Teknik pengumpulan data yang digunakan yaitu melalui kepustakaan, Observasi, wawancara dan dokumentasi. Hasil Penelitian ini menunjukkan bahwa motivasi berdasarkan tingkatan kebutuhan menurut Maslow Need Hierarchy Theorysudahditerapkan dengan baik pada kantor kesyahbandaran dan Otoritas Pelabuhan Kelas IV Tanjungbalai Asahan yaitu 1) Kebutuhan fisikberupa pemberian fasilitas kantor sudah terpenuhi. 2) Kebutuhan keamanan, dari himbauan keselamatan dalam penggunaan masker dan penerapan hukum disiplin Pegawai menurut PP 53 Tahun 2010 tentang tingkat dan jenis hukuman disiplin PNS sebagai motivasi dalam bekerja. 3) Kebutuhan sosial darikekuatan tali persaudaraan silahturahmi, melalui arahan dan saling berkoordinasi serta bekerja sama antar instansi. 4) Kebutuhan penghargaanyaitu pemberian tanggung jawab dan sertifikat purna bakti ataupun pemberian hadiah cendera mata dari pemimpin sebagai motivasi. 5) Aktualisasi diri pengembangan pelatihan dengan mengikuti diklat sesuai kebutuhan ijazah dan bidang pekerjaan masing-masing.Penghambat motivasi tersebut diberikan adalah faktor dana dalam pengambilan pendidikan seperti diklat maupun pelatihan karena membutuhkan waktu yang lama serta biaya pendidikan tersebut ditanggung sendiri. This study aims to determine the role of motivation and motivation inhibiting factors in improving the performance of employees based on needs at the office of the Harbormaster and Port Authority of Class IV Tanjungbalai Asahan. This type of research uses a qualitative approach and is in a descriptive form. Data collection techniques used are through literature, observation, interviews and documentation. The results of this study indicate that the motivation based on the level of need according to Maslow’s Need Hierarchy Theory has been implemented well in the port office and Port Authority of Class IV Tanjungbalai Asahan, namely 1) Physical Needs in the form of providing office facilities have been met. 2) The need for Security, from the safety appeal in the use of masks and the application of employee discipline law according to PP 53 of 2010 concerning the level and types of civil servant disciplinary punishment as motivation for work. 3) The social needs of the strengh of the brotherhood of friendship, through direction and mutual coordination and cooperation between agencies. 4) The need for awards, namely giving responsibilities and certificates of retirement or giving gifts from the leaders as motivation. 5) Self-actualization of training development by following the training according to the needs of the diploma and field of work of each. The obstacle to this motivation is the factor of funds in taking education such as training and training because it requires a long time and the costs of the education are borne by themselves.
