Abstract: Implementasi kebijakan dalam Pepres Pengadaan Barang dan Jasa belum sepenuhnya dapat mengatasi kekurangan infrastruktur masyarakat khususnya kebutuhan-kebutuhan yang tergolong sederhana di tingkat kelurahan, seperti fasilitas air minum, fasilitas pendidikan, penampungan sampah, fasilitas internet dan lain sebagainya. Penelitian ini bertujuan untuk mengetahui dan menganalisis implementasi Peraturan Bupati Langkat Nomor 19 Tahun 2019 Tentang Tata Cara Pengadaan Barang dan Jasa di Kelurahan pada Kelurahan Stabat Baru dan kendalanya dalam implementasi Peraturan Bupati Langkat Nomor 19 Tahun 2019 Tentang Tata Cara Pengadaan Barang dan Jasa di Kelurahan pada Kelurahan Stabat Baru. Analisis data menggunakan deskriptif kualitatif. Hasil penelitian bahwa implementasi dari segi komunikasi dan struktur organisasi sudah berjalan dengan baik, tetapi dari segi sumber daya dan disposisi belum berjalan dengan baik, dengan faktor kendala yang dihadapi berupa sulit berkoordinasi dengan masyarakat, kurangnya kerjasama pegawai, kurangnya tanggungjawab pegawai terhadap pekerjaan karena lebih mementingkan urusan pribadi. Direkomendasikan pihak Kelurahan Stabat Baru perlu melakukan sosialisasi yang lebih gencar mengenai pentingnya keterlibatan masyarakat dalam pengadaan barang dan jasa. Pimpinan perlu memberi penekanan kepada pegawai bahwa kerjasama akan semakin penting menghadapi pekerjaan yang banyak. Pimpinan perlu bersikap tegas melakukan pendisiplinan kepada bawahan yang menggunakan hari kerja untuk mengurus kepentingan pribadi. The implementation of policies in the Presidential Decree PBJ has not been able to fully address the lack of community infrastructure, especially needs that are relatively simple at the kelurahan level, such as drinking water facilities, educational facilities, garbage collection, internet facilities and so on. This study aims to find out and analyze the implementation of the Langkat Regent Regulation Number 19 of 2019 concerning Procedures for Procurement of Goods and Services in the Kelurahan in Stabat Baru Village and the obstacles in implementing the Langkat Regent Regulation Number 19 of 2019 concerning Procedures for Procurement of Goods and Services in Kelurahan in Kelurahan New Stabat. Data analysis used descriptive qualitative. The results showed that the implementation in terms of communication and organizational structure had been going well, but in terms of resources and disposition it had not gone well, with the constraint factors faced in the form of difficulty coordinating with the community, lack of employee cooperation, lack of employee responsibility for work because it was more concerned with personal affair. It is recommended that the Kelurahan Stabat Baru needs to conduct more intensive socialization regarding the importance of community involvement in PBJ. Leaders need to emphasize to employees that cooperation will be increasingly important in dealing with many jobs. Leaders need to be firm in disciplining subordinates who use the working day to take care of their personal interests.
