Abstract: Penelitian ini bertujuan untuk: 1) Mengetahui dan menjelaskan hasil evaluasi kualitas kondisi perumahan bagi masyarakat Berpenghasilan Rendah (MBR) di Kota Medan, 2) Mengetahui dan menjelaskan implementasi UU No. 1 Tahun 2011 tentang Perumahan dan Kawasan Permukiman bagi MBR di Kota Medan, dan 3) Mengetahui dan menjelaskan faktor pendukung serta hambatan peningkatan kualitas kondisi perumahan bagi masyarakat Berpenghasilan Rendah (MBR) di Kota Medan. Basis data penelitian ini didasarkan pada pengalaman yang fokus pada fenomena. Secara objektif akan mengindentifikasi, memahami pengalamanpengalaman hidup manusia dalam hal ini pengalaman DPP REI Sumatera Utara, juga masyarakat umum dan MBR yang saat ini mendapatkan rumah subsidi. Mengharuskan peneliti mengakaji sejumlah subjek dengan terlibat. Kejadian selama proses penelitian akan akan dianalisis dari hasil wawancara, observasi dan juga dokumen-dokumen pendukung. Informan penelitian terdiri dari informan kunci sebanyak 1 orang, informan utama 1 orang dan informan tambahan sebanyak 5 orang. Kesimpulan penelitian: 1) Dari hasil tinjauan menunjukkan bahwa secara normatif UU No. 1 Tahun 2011 telah cukup efektif untuk mengakomodasi dukungan penyediaan rumah bagi MBR. 2) Implementasi UU No. 1 Tahun 2011, masih banyak persoalan khususnya yang terkait dengan peran dan kapasitas pemda, baik dari segi komitmen maupun pendanaan, sehingga perlu dikembangkan regulasi turunan yang terkait dengan pemda, 3) Masih terdapat kelemahan pada regulasi perumahan, antara lain terkait dengan batasan penghasilan MBR saat ini yang relatif lebih besar 35% dari pendapatan upah/gaji rata-rata orang di Indonesia, serta patokan harga rumah umum yang lebih rendah nilai 44% dibanding harga pasar sesuai dengan biaya konstruksi di pasaran. This study aims to: 1) Knowing and explaining the results of the evaluation of the quality of housing conditions for Low-Income People (MBR) in Medan City, 2) Knowing and explaining the implementation of Law no. 1 of 2011 concerning Housing and Settlement Areas for MBR in Medan City, and 3) Knowing and explaining the supporting factors and obstacles to improving the quality of housing conditions for Low-Income People (MBR) in Medan City. This research data base is based on experience that focuses on phenomena. It will objectively identify and understand the experiences of human life, in this case the experience of the North Sumatra REI DPP, as well as the general public and low-income families who are currently receiving subsidized housing. Requires researchers to study a number of subjects by being involved. Events during the research process will be analyzed from the results of interviews, observations and also supporting documents. The research informants consisted of 1 key informant, 1 main informant and 5 additional informants. Research conclusions: 1) The results of the review show that normatively Law no. 1 of 2011 has been effective enough to accommodate support for housing provision for low-income households. 2) Implementation of Law no. 1 of 2011, there are still many problems, especially those related to the role and capacity of local governments, both in terms of commitment and funding, so it is necessary to develop derivative regulations related to local governments, 3) There are still weaknesses in housing regulations, among others related to the current income limit for low-income households. This is relatively 35% higher than the average wage/salary income of people in Indonesia, as well as the benchmark general housing price which is 44% lower than the market price according to construction costs on the market.
