Implementasi Kebijakan E-KTP di Kecamatan Medan Denai Kota Medan

Abstract

The author uses descriptive qualitative research methods. Data collection techniques used are a combination of several techniques that is by using techniques Interview, Observation and Documentation Studies. The results showed that Implementation of e-KTP policy is to conduct the implementation of KTP electronically which previously was KTP manually which aims to create orderly administration and prevent negative impact of the use of KTP manual by irresponsible parties that can harm Government and society. This can be seen through Edward III's theory of Direct and Indirect Impact on Implementation, is Resources, Communication, Attitudes and Bureaucratic Structures. In the implementation of e-KTP card program there are obstacles experienced by the government, namely there are residents of District Denai not recorded for e-KTP card recording, the ability of personnel resources that handle e-KTP card less optimal and less ready in serving the community, Good service by the operator to the public, the lack of facilities needed when the policy is implemented, the lack of socialization conducted by the government of Medan Denai Sub-district to the community so that the lack of information received by the residents of Medan Denai District about the implementation of e-KTP card, coordination and communication between the government Population and Civil Records of Medan City with the District of Medan Denai not running well, the existence of undisputed by operator employee in the implementation of e-KTP card program. The general conclusion can be taken that the Implementation of E-KTP Policy in the Medan District of Medan Denai Medan is still not good. So it requires improvements to smooth the service nets to the community.
