Implementasi Peraturan Menteri Pertanian Nomor 32 Tahun 2011 Tentang Pengelolaan dan Pelayanan Informasi Publik di Lingkungan Kementerian Pertanian Pada Sekolah Tinggi Penyuluhan Pertanian Medan

Abstract

In order to support the implementation of public information disclosure as mandated in Law Number 14 Year 2008, the Ministry of Agriculture of the Republic of Indonesia has issued a policy in terms of management and public information services in its environment as outlined through Regulation of Minister of Agriculture (Permentan) No. 32 Year 2011. The Permentan Aims to realize harmonious communication between information providers with applicants and users of agricultural information as well as integration between agricultural information providers to the public. Medan Agricultural Extension College (STPP Medan) which is the Central Technical Implementation Unit within the Ministry of Agriculture in the region is obliged to apply the Permentan in the form of public information service. Is the implementation of public information services in STPP Medan has been running effectively with the provisions that have been established through the Permentan. This study uses a qualitative approach supported by primary data in the form of interviews with relevant sources and secondary data which is the result of document review. George Edwards III's policy implementation model used in this study shows that communication factors in terms of transmission, clarity and consistency, sources, trends and bureaucratic structures are very influential on the implementation of a policy program, especially in public information services at STPP Medan. The result of the research concludes the implementation of Regulation of Minister of Agriculture (Permentan) Number 32 Year 2011 concerning management and public information service in Ministry of Agriculture at Medan Agricultural Extension College has not run effectively yet.
