Abstract: Tujuan dari penelitian ini untuk mengetahui berbagai bentuk patologi birokrasi dan faktor-faktor penyebabnya di Kantor Kelurahan Bandar Selamat khusunya dalam Pelayanan Pembuatan Kartu Tanda Penduduk Dan Kartu Keluarga. Penelitian ini menggunakan pendekatan kualitatif dan tipe penelitian deskriptif. Adapun informan penelitian ini yaitu: para pegawai yang bekerja dikantor Kelurahan Bandar Selamat Bapak Lurah, Staf Pegawai, Kepala lingkungan dan informan selanjutnya adalah tokoh masyarakat setempat. Data yang diperoleh dari hasil wawanacara antara para pegawai dan masyarakat yang hampir dilakukan selama sebulan dilapangan kemudian data di analisis secara deskriptif kualitatif. Berdasarkan penelitian dilakukan maka diperoleh hasil 1)Pelayanan administrasi kependudukan di kelurahan bandar selamat terbilang cukup baik namun, masih ditemukan beberapa tindakan patologi birokrasi khususnya dalam perilaku yang bersifat disfungsional di kantor kelurahan bandar selamat seperti mutu pelayanan yang rendah, kurang displin, daya tanggap rendah, gratifikasi, serta pelayanan yang terbilang masih berbeli-belit. 2)Berdasaran kasus yang penulis temukan di kantor kelurahan bandar selamat, ada factor-faktor yang menyebabkan tindakan patologi tersebut dalam hal pelayanan Kartu Tanda Penduduk dan Kartu Keluarga yakni: lemahnya moral, pengawasan yang lemah, sanksi yang tidak tegas, dan rendahnya pengetahuan, dan keterampilan aparatur. The purpose of this study is to determine the various forms of bureaucratic pathology and the factors that cause it in the keluruahan city office, especially in the service of making identity cards and family cards. This study uses a qualitative approach and descriptive research type. The informants of this research are: employees who work in the urban village office of the bandar Selamat Mr. Lurah, staff staff, the head of the environment and the next informants are local community leaders. The data obtained from the results of interviews between employees and the community were carried out for almost a month in the field, then the data were analyzed in a qualitative descriptive manner. Based on the research conducted, the results obtained 1) Population administration services in the urban village of Kota Selamat are quite good, however, there are still some actions of bureaucratic pathology, especially in dysfunctional behavior in the urban village office of Kota Selamat such as low service quality, lack of discipline, low responsiveness, gratuities, and services that are still somewhat convoluted. 2) Based on the case that the author found in the urban village office of Kota Selamat, there are factors that cause this pathological action in terms of the service of the National Identity Card and Family Card, namely: weak morale, weak supervision, indecisive sanctions, and low knowledge, and apparatus skills.
