Abstract: pembukaan undang-undang dasar 1945 secara tegas menyatakan bahwa salah satu tujuan negara republik indonesia adalah mencerdaskan kehidupan bangsa. penjabaran dari tujuan tersebut telah tercantum pada pasal 31 ayat (1) yang menyebutkan tiap-tiap warga negara berhak mendapatkan satu sistem pengajaran nasional, yang di atur dengan undang-undang. salah satu kebijakan pemerintah dalam bidang pendidikan atas program wajib belajar sembilan tahun. penelitian ini bertujuan untuk mengetahui bagaimana efektivitas implementasi program wajib belajar sembilan tahun di kota binjai. sampel di ambil secara purposive sampling, sebanyak 43 orang. analisis data dilakukan dengan menggunakan metode deskriptif guna mengetahui bagaimana pelaksanaan program wajib belajar sembilan tahun di kota binjai, sedangkan untuk mengetahui tingkat keberhasilan implementasi program digunakan metode skoring, yang dibagi atas tiga kriteria, yaitu : implementasi program baik, sedang dan rendah. hasil penelitian menunjukkan bahwa secara keseluruhan dari ke enam indikator yang digunakan untuk mengukur implementasi program, yaitu komunikasi, sumber-sumber, kecenderungan-kecenderungan, struktru birokrasi, hasil yang di peroleh dan hambatan-hambatan, menunjukkan skor rata-rata dalam kategori baik. demikian juga halnya apabila dilihat dari masing-masing indikator, kelima indikator lainnya termasuk dalam kategori baik. dapat disimpulkan bahwa implementasi program wajib belajar sembilan tahun di kota binjai dapat dilaksanakan cukup efektif. The preamble to the 1945 constitution clearly states that one of the objectives of the Republic of Indonesia is to educate the nation's life. The elaboration of these objectives has been stated in article 31 paragraph (1) which states that every citizen has the right to get a national teaching system, which is regulated by law. one of the government policies in the field of education of the nine-year compulsory education program. This study aims to determine how the effectiveness of the implementation of the nine-year compulsory education program in Binjai City. Samples were taken by purposive sampling, as many as 43 people. Data analysis was carried out using descriptive methods to determine how the implementation of the nine-year compulsory education program in Binjai City, while to determine the success rate of program implementation, the scoring method was used, which was divided into three criteria, namely: good, medium and low program implementation. The results showed that overall of the six indicators used to measure program implementation, namely communication, sources, trends, bureaucratic structure, results obtained and constraints, showed an average score in the good category. Likewise, when viewed from each indicator, the other five indicators are in the good category. It can be concluded that the implementation of the nine-year compulsory education program in Binjai City can be implemented quite effectively.
