Abstract

Government Regulation Number 73 of 2005, Article 3 paragraph (1) states that Kelurahan is a Regional Device. Villages in the Deli Serdang Regency generally need financial assistance from the District Government to support and facilitate the Implementation of Government, Development and Community Affairs in the Village including the Operational Costs of Village Community Empowerment Institutions (LPMK) and Kelurahan TP-PKK which also require a budget separately to support operational activities. On the basis of these problems, the Regent of Deli Serdang issued Regulations of the Deli Serdang Regent Number 570 of 2016 concerning the Amount of Kelurahan Budget Allocation Funds in 2016. One of the villages targeted by the policy was the Kenangan Village of Percut Sei Tuan District, Deli Serdang Regency. This study aims to analyze the Implementation of Deli Serdang Regent Regulation Number 570 of 2016 concerning the Amount of Kelurahan Budget Allocation Funds for 2016 in the Village of Kenut District, Percut Sei Tuan. The research sample used total sampling, which was carried out proportionally and randomly as many as 26 people. In this study, data analysis techniques were carried out, namely descriptive methods, namely a method in which the data obtained was compiled and then interpreted so as to provide information on the problems studied using a single table. The results of this study indicate that the Implementation of Deli Serdang Regent Regulation Number 570 of 2016 concerning the Sub-District Budget Allocation Fund Amount for 2016 in the Village of Kenangan Percut Sei Tuan District of Deli Serdang Regency viewed from the aspects of communication, resources, disposition and general bureaucratic structure has been implemented well . Factors that influence the Implementation of Deli Serdang Regent Regulation Number 570 of 2016 concerning the Amount of Kelurahan Budget Allocation Funds for 2016 in the Kenangan Subdistrict of Percut Sei Tuan District are communication, resources, disposition and bureaucratic structure. The communication factor in this program has not been effective, where the Kelurahan Government and the implementing committee have little communication with the community during the implementation of the program.
