Implementasi Peraturan Pemerintah Nomor 53 Tahun 2010 Tentang Disiplin Pegawai Negeri Sipil (Studi Pada Sekretariat Daerah Kota Medan)

Abstract

Government Regulation Number 53 of 2010 is expected to be able to create reliable, professional, and moral Civil Servants as providers of good governance. In fact there are still many Civil Servants who violate these regulations. Based on the background of the problem, the formulation of the problem in the study was (1) Implementation of Government Regulation Number 53 of 2010 concerning Discipline of Civil Servants at the Regional Secretariat of Medan City. (2) Obstacles to the implementation of Government Regulation Number 53 of 2010 concerning Discipline of Civil Servants in the Regional Secretariat of Medan City. The research objective was to analyze (1) Implementation of Government Regulation Number 53 of 2010 concerning Discipline of Civil Servants at the Regional Secretariat of Medan City. (2) Obstacles to the implementation of Government Regulation Number 53 of 2010 concerning Discipline of Civil Servants in the Regional Secretariat of Medan City. The research method used was descriptive with qualitative analysis. Data collection was obtained from interviews, documentation and observation. The results of the study are (1) The implementation of employee work discipline is good, judging from the respondents' cumulative answers about the discipline implementation of the performance of Civil Servants. (2) There are disciplinary violations. Lack of awareness of Civil Servants such as being late for work. While the suggestions from the research are (1) So that the implementation of the work discipline of Civil Servants at the Medan City Secretariat Office runs well and no more employees violate the rules set. Strengthen sanctions to employees who violate work discipline. (2) Tightening supervision of the leadership and giving motivation to subordinates to be aware and responsible in obeying all existing regulations

Peraturan Pemerintah Nomor 53 Tahun 2010 diharapkan dapat mewujudkan Pegawai negeri Sipil yang handal, profesional, dan bermoral sebagai penyelenggara pemerintahan yang baik (Good Governance). Faktanya masih banyak Pegawai Negeri Sipil yang melanggar peraturan tersebut. Berdasarkan latar belakang masalah tersebut maka rumusan masalah dalam penelitian adalah (1) Implementasi Peraturan Pemerintah Nomor 53 Tahun 2010 tentang Disiplin Pegawai Negeri Sipil pada Sekretariat Daerah Kota Medan. (2) Hambatan implementasi Peraturan Pemerintah Nomor 53 Tahun 2010 tentang Disiplin Pegawai Negeri Sipil di Sekretariat Daerah Kota Medan. Tujuan penelitian untuk menganalisis (1) Implementasi Peraturan Pemerintah Nomor 53 Tahun 2010 tentang Disiplin Pegawai Negeri Sipil di Sekretariat Daerah Kota Medan. (2) Hambatan implementasi Peraturan Pemerintah Nomor 53 Tahun 2010 tentang Disiplin Pegawai Negeri Sipil di Sekretariat Daerah Kota Medan. Metode Penelitian yang di gunakan adalah deskriptif dengan analisis kualitatif. Pengumpulan data di peroleh dari wawancara, dokumentasi dan observasi. Hasil penelitian adalah (1) Pelaksanaan disiplin kerja pegawai sudah baik, dilihat dari kumulatif jawaban Responden tentang implementasi disiplin kinerja Pegawai Negeri Sipil. (2) Adanya pelanggaran disiplin. Kurangnya kesadaran Pegawai Negeri Sipil seperti terlambat masuk kerja. Sedangkan saran dari penelitian adalah (1) Agar pelaksanaan disiplin kerja Pegawai Negeri Sipil pada Kantor Sekretariat Daerah Kota Medan berjalan dengan baik dan tidak ada lagi pegawai yang melanggar peraturan yang ditetapkan. Mempertegas sanksi kepada pegawai yang melanggar disiplin kerja. (2) Memperketat pengawasan dari pimpinan dan memberi motivasi kepada bawahan agar sadar dan bertanggung jawab mentaati segala peraturan yang ada
