dc.description.abstractSumber daya manusia amat sangat penting keberadaannya dalam operasional suatu organisasi balk pemerintahan maupun swasta. Pada penelitian ini akan dibahas perihal kualitas sumber daya manusia dalam mendukung kinerja Kantor Pertanahan Kota Binjai. Dengan dasar tersebut maka diajukan permasalahan: faktor-faktor apa sajakah yang berpengaruh terhadap kualitas kinerja Kantor Pertanahan Kota Binjai, dan bagaimana hambatan peningkatan kualitas sumber daya manusia sehingga dapat meningkatkan kinerja pegawai di Lingkungan Kantor Pertanahan Kota Binjai. Sesuai dengan rumusan dan tujuan penelitian, maka bentuk penelitian ini menitik beratkan pada proses, deskripsi analisis, yang bertujuan untuk mengetahui eksistensi, fungsi dan tugas pihak-pihak yang melakukan pengambilan keputusan di bidang manajemen sumber daya manusia khususnya dalam upya peningkatan kualitas sumber daya manusia untuk mendukung kinerja Kantor Pertanahan Kota Binjai. Hasil penelitian dan pembahasan menjelaskan faktor-faktor yang berpengaruh terhadap kualitas kinerja Kantor Pertanahan Kota Binjai meliputi tersedianya sun1ber daya manusia yang cukup dan memiliki kompetensi yang sesuai dengan kebutuhan kantor pertanahan Kota Binjai, tersedianya anggaran, sarana dan prasarana yang memadai, dan ditopang pula oleh efisiensi birokrasi dan disiplin kerja yang tinggi. Hambatan peningkatan kualitas sumber daya manusia sehingga dapat meningkatkan kinerja pegawai di Lingkungan Kantor Pertanahan Kota Binjai adalah dari sisi tersedianya anggaran. Selain itu faktor-faktor internal birokrasi, seperti: sumber daya dan struktur organisasi secara bersama-sama menjadi hambatan bagi upaya peningkatan kualitas kinerja di lingkungan Kantor Pertanahan Kota Binjai. Pendidikan dan latihan mampu meningkatkan kinerja pegawai Kantor Pertanahan Kota Binjai sebab dengan adanya pemberian pendidikan dan latihan maka pengetahuan, wawasan serta tata cara kerja pegawai Kantor Pertanahan Kota Binjai akan dapat dikembangkan oleh masing-masing pribadinya. Human resources are very very important in the operation of an organization both government and private. This research will discuss the quality of human resources in supporting the performance of the Binjai City Land Office. With this basis, the problem is raised: what factors influence the quality of performance of the Binjai City Land Office, and how the barriers to improving the quality of human resources can improve employee performance in the Binjai City Land Office. In accordance with the formulation and objectives of the study, the form of this research focuses on the process, description of analysis, which aims to determine the existence, functions and tasks of decision-making parties in the field of human resource management especially in the efforts to improve the quality of human resources support the performance of the Binjai City Land Office. The results of the study and discussion explain the factors that influence the quality of performance of the Binjai City Land Office include the availability of sufficient human resources and competencies that are in accordance with the needs of the Binjai City land office, the availability of budgets, adequate facilities and infrastructure, and supported by efficiency bureaucracy and high work discipline. Obstacles to improving the quality of human resources so that it can improve employee performance in the Binjai City Land Office are in terms of budget availability. In addition, internal bureaucratic facwrs, such as: resources and organizational structure together become obstacles to efforts to improve the quality of performance in the Binjai City Land Office. Education and training can improve the performance of employees of the Binjai City Land Office because with the provision of education and training, the knowledge, insights and procedures for working with Binjai City Land Office employees will be developed by each individual.en_US
