Abstract: Instansi pemerintah daerah seperti kecamatan merupakan salah satu contoh instansi pemerintah yang melaksanakan pelayanan publik. Kecamatan sebagai penyedia layanan publik mempunyai tugas pokok membantu Bupati dalam penyelenggaraan pemerintahan, pembangunan dan kemasyarakatan, maka penulis tertarik untuk melakukan penelitian mengenai implementasi Peraturan Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi No. 15 Tahun 2014 tentang Standar Pelayanan Publik pada Kantor Camat Tanjung Tiram Kabupaten Batu Bara. Penelitian ini mengarah pada penelitian deskriptif kualitatif yang lebih menekankan pada pengungkapam makna dari Peraturan Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi No. 15 Tahun 2014. Berdasarkarn latar belakang masalah dan fokus penelitian adalah bagaimana Implementasi Peraturan Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi (Permen PANRB) No. 15 Tahun 2014 tentang Standard Pelayanan Publik pada Kantor Camat Tanjung Tiram Kabupaten Batu Bara. Tujuan yang ingin dicapai dalam penelitian ini adalah menganalisa Implementasii Peraturan Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi No. 15 Tahun 2014 tentang Standar Pelayanan Publik pada Kantor Camat Tanjung Tiram Kabupaten Batu Bara dan dalam melaksanakannya. Berdasarkan uraian hasil penelitian dan pembahasan yang telah diuraikan pada bab sebelumnya, maka dalam penulisan tesis ini dapat ditarik kesimpulan mengenai lmplementasi Permen PANRB No. 15 Tahun 2014 tentang Standar Pelayanan Publik pada Kantor Camat Tanjung Tiram berdasarkan teori Edward III yang meliputi 4 variabel antara lain komunikasi, sumberdaya, disposisi, dan struktur birokrasi secara umum sudah berjalan dengan baik namun belum maksimal dilaksanakan. Local government agencies such as sub-districts are one example of government agencies performing public services. District as a public service provider has the main duty to assist the Regent in the implementation of government, development and corrununity, the authors are interested to conduct research on the implementation of the Regulation of the Minister of Administrative Reform and Bureaucratic Reform. 15 Year 2014 on Public Service Standards at Tanjung Tiram Sub-district Head Office Batu Bara District. This research leads to qualitabve descriptive research that emphasizes more on the expression of the meaning of the Regulation of the Minister of Administrative Reform and Bureaucracy Reform. 15 Year 2014. Based on the background oft.he problem and the focus of the research is how the Implementation of Regulation of the Minister of Administrative Reform and Bureaucracy Reform (Permen PANRB) no. 15 Year 2014 on Public Service Standards at Tanjung Tiram Sub-district Head Office Batu Bara District. The purpose of this research is to know the Implementation of the Minister of Administrative Reforms and Bureaucracy Reform No. 15 of 2014 on Public Service Standards at Tanjung Ti ram Sub-district Office of Batu Bara Regency and in implementing it. Based on the description of research result and discussion which has been described in the previous chapter, the writing of this thesis can be drawn the conclusion about the Implementation of Candidate of PANRB no. 15 Year 2014 on Public Service Standards at the Head Office of Tanjung Tiram District based on the Edward III theory which includes 4 variables such as communication, resources, disposition, and bureaucratic structure in general has been running well but not maximally implemented.
