Abstract: Permasalahan lain yang muncul di Kantor Kecamatan Sorkam Kabupaten Tapanuli Tengah khususnya pada bagian pelayanan publik, antara lainadalah masih tingginya pelanggaran disiplin dan tingkat penyalahgunaankewenangan, masih rendahnya kinerjasumber daya manusia aparatur, belum memadainya sistem kelembagaan danketatalaksanaan Kantor Kecamatan Sorkam Kabupaten Tapanuli Tengah untuk dapat menunjang pelaksanaan tugas-tugas pemerintahan dan pembangunan secara efisien dan efektif, sehingga akan berimbas pada pelayanan publik yang berakibat akan rendahnya kualitas pelayananpublik. Bagaimana penerapan kinerja akuntablitas dan Transparan dalam pelayanan publikPada Kantor Kecamatan Sorkam Kabupaten Tapanuli Tengah. Bagaimana Kedisplinan dalam Pelayanan Publikpada Kantor Kecamatan Sorkam Kabupaten Tapanuli Tengah. Bagaimana upaya dalam menciptkan kinerja pegawai dalam pelayanan publik secara good governance pada Kantor Kecamatan Sorkam Kabupaten Tapanuli Tengah. Jenis penelitian ini merupakan deskriptif kualitatif, menurut Nawawi (2010) Penelitian deskriptif kualitatif merupakan penelitian yang mencari hubungan sebab akibat antara dua variabel atau lebih dari beberapa populasi atau sampel dengan teknik pengambilan sampel secara random dan menggunakan instrument penelitian dalam pengumpulan data untuk menguji hipotesis/dugaan. Dari hasil penelitian dan pembahasan dapat di tarik kesimpulan bahwa penyelenggaraan pelayanan publik pada kantor Camat Sorkam sudah berjalan dengan cukup baik. Artinya pihak pemberi pelayanan sudah dapat mempertanggungjawabkan pelayanan yang dilakukan dengan cukup baik, seperti berusaha menghasilkan kualitas pelayanan sesuai keinginan masyarakat.Namun proses pertanggungjawaban yang dimiliki masih butuh pembenahan.khususnya terkait dengan Kedisiplinan petugas pelayanan yang masih belum terlaksana dengan baik , biaya pelayanan yang masih menyimpang, serta Kecepatan pelayanan yang belum bisa di selesakan tepat waktu agar aparatur pemberi pelayanan dapat memiliki tanggung jawab publik yang lebih baik lagi dalam memberikan pelayanan kepadamasyarakat.Pemerintah Kantor Camat Sorkam lebh memperhatikan kedisiplinan pegawai serta kecepatan, sehingga pelayanan publik dapat di laksanakan dengan lebh baik dan penuh tanggungjawab. Other problems that arise in the Sorkam District Office, Central Tapanuli Regency, especially in the public service section, include the still high discipline violations and the level of abuse of authority, the low human resource performance of the apparatus, inadequate institutional and management systems of the Sorkam District Office of Tapanuli Tengah District for support the implementation of government and development tasks efficiently and effectively, so that they will impact on public services which will result in low quality of public services. How to implement accountability and transparent performance in public services at Sorkam District Office, Central Tapanuli Regency. How is the discipline in the public service at the Sorkam District Office, Central Tapanuli Regency. How is the effort to create employee performance in public service in good governance at the Sorkam District Office, Central Tapanuli Regency. This type of research is a qualitative descriptive, according to Nawawi (2010) Qualitative descriptive research is a research that seeks a causal relationship between two variables or more than several populations or samples with random sampling techniques and uses research instruments in data collection to test hypotheses . From the results of the research and discussion, it can be drawn the conclusion that the implementation of public services at the Sorkam sub-district office has run quite well. This means that the service provider has been able to account for the services performed fairly well, such as trying to produce quality services according to the wishes of the community. However, the accountability process still needs improvement. particularly related to the discipline of service personnel who are still not well implemented, the cost of services that are still deviant, and the speed of service that cannot be completed on time so that service providers can have better public responsibility in providing services to the community. The Government of the Sorkam Sub-district Office is more concerned with employee discipline and speed, so that public services can be carried out better and responsibly. The Government of the Sorkam Sub-district Office must be more transparent to the community, especially regarding the cost of services so there will be no more discrimination in services. As well as the addition of equalization factors in the administration of the girian sub-district government, in order to create good public services, based on the application of the Good Governance principle. Efforts should be made to build a good image, as an apparatus that always serves the community with full responsibility and prioritizes needs.
