Implementasi Tugas Operasi Militer Selain Perang Kodam I/Bukit Barisan Dalam Penanggulangan Bencana Gunung Sinabung di Kabupaten Tanah Karo (Studi di Kodam I/Bukit Barisan)

Abstract

The problem is: How can the organization in the implementation of tasks of Military Operations Other Than War (MOOTW) in dealing with natural disasters of Mount Sinabung in Karo, how to relocate the resource requirements in residential communities around Mount Sinabung after the eruption, how communication constraints and attempts to determine the Karo relocation of human settlements damaged by the eruption of Mount Sinabung. The method used is qualitative research methods often called naturalistic research methods (naturalistic research), because the research is done in natural conditions (natural setting). Implementation of the Regional Military Command I / Bukit Barisan together Karo government in tackling natural disasters Sinabung is based on Law No. 34 of 2004 on the TNI to Article 7b is through MOOTW task. Army Military Command I / Bukit Barisan prepare good organization and a core task force task force aid agencies plus the local government and central government. Working closely with local governments and communities carry out tasks in stages according to the set targets and always intensive coordination and communication with relevant parties for the purpose of which is expected to run well and smoothly. Government agencies that support and the importance to get the necessary building materials so all of the necessary communication both vertically and horinzontal that the intended purpose can be achieved. As well as the need for enhanced strengthening the organization because it is necessary to add the appropriate qualified personnel to handle each job.
