Implementasi Peraturan Menteri Perhubungan Republik Indonesia Nomor 26 Tahun 2015 Tentang Standar Keselamatan Lalu Lintas dan Angkutan Jalan (Studi pada PT. ALS Medan)

Abstract

The increase of transportation in Indonesia is quite significant, especially in North Sumatera. Transportation in North Sumatra from year to year continues to increase. This will certainly have a negative impact on transport users if they do not apply safety standards in driving. Based on data sourced from Police North Sumatera Directorate of Traffic of North Sumatera Province that the number of accidents of transport users in North Sumatera for five years amounted to 28,764 incidents. Minister transportation the Republic of Indonesia has issued Regulation the Minister Transportation of RI Number 26 year 2015 about Safety Standards of Traffic and Transport Roads that aims to minimize the occurrence of accidents on the highway. The existence of these regulations certainly can minimize the occurrence of accidents if the implementation is well implemented by transport users including public transportation such as the ALS bus. The ALS bus is well known for being able to deliver passengers quickly to the destination, with the safety of bus passengers a top priority. However, there are several accidents involving the ALS bus. Accidents that occur can be caused by technical and non technical factors, so it is necessary to study research about Implementation of Regulation the Minister Transportation RI Number 26 Year 2015 about Safety Standards of Traffic and Transport Roads, with case study at PT. Antar Lintas Sumatera (ALS) Medan. This research method is qualitative destrictive, which uses key informant as research subject, to analyze the development of information and its source, then the sampling technique used snowball sampling. Population in this research is all management and employees at PT. ALS Medan, and the sample used only part of the management and employees of PT. ALS Medan starting from the direction of the key informant. The results showed that Implementation of Regulation the Minister Transportation Republic of Indonesia Number 26 year 2015 has been applied by the management of PT. ALS Medan well and correctly because of the four variables of Communication, Resources, Disposition, and Bureaucracy Structure enough to support the implementation of existing policies in the company. Standard Operating Procedures (SOP) of the company have also been adopted by Regulation the Minister Transportation Republic of Indonesia Number 26 year 2015.
