Implementasi Sistem Informasi Manajemen Barang Daerah (Simbada) pada Pemerintah Daerah (Studi pada Badan Pengelola Keuangan, Pendapatan dan Aset Daerah Kabupaten Tapanuli Selatan)

Abstract

Regional Goods Information Management System (SIMBADA) is organized with the aim to produce the necessary information as a tool of accountability for the implementation of APBN / APBD as well as management / control of Regional Property controlled by a unit of accounting user of goods. This application program is used for the management of BMD cover planning, procurement, administration, deletion and accounting of regional goods. SIMBADA application developed in two base, which is based desktop and Web-based and can be connected with Geographic Information System (GIS). Advantages and Benefits SIMBADA Implementation, among others according to legislation, integrated, transfer of knowledge, continuity of maintenance and easy to use.This study aims to know and analyze the Implementation of Information System Application Management Regional Area Goods (SIMBADA) On Financial Management Agency, Income And Assets Tapanuli Selatan. Samples were taken in total sampling, which amounted to 44 people. Data analysis with descriptive analysis by using frequency table. The results of this study indicate that the Implementation of Information System of Local Goods Management (SIMBADA) at the Financial Management, Income and Asset Board of South Tapanuli Regency is seen from the communication, resources, disposition or attitude of the implementers, and the bureaucratic structure has been run effectively in accordance with existing provisions on BMD management procedures mandated in Government Regulation No. 27 of 2014 on the Management of State / Regional Property. Obstacles in Implementation of Information System Management of Regional Goods (SIMBADA) at the Finance, Revenue and Asset Management Board of South Tapanuli Regency are: The existence of an application system that is not yet available in SIMBADA; Lack of data availability in the field; Lack of Human Resources, especially asset management or property owned by region with background of Information Technology.
