Abstract: Employee Development Process can be done by improve the quality of the human resources. The development of the employee did by two aspect, which is quantity and quality. Quantity means amount of the human resources, while the quality of human resources quality concerns regarding the ability of both physical ability and the ability of non physical (intelligence and mental). Which is the case in Bina Marga and Sumber Daya Air Department are the development employee process are not too attended. As for the constraints on the development of the ability of employee tends to cause the quality of work can not be realized. The purposre of this study was to analyze the process of employee development through education ,and training, non training, learning task, transfer and promotion. This research type is descriptive off attempts to provide and overview of the state of the object or the issue to be investigated based on facts that appear or as it. Of the results of this study concluded that development of employees through education and training is still less therefore the need foe attention by the leadership which whom at Bina Marga and Sumber Daya Air Department.
Description: Proses Pengembangan Pegawai dapat dilakukan dengan cara peningkatan kualitas sumber daya pegawai tersebut. Pengembangan pegawai dapat dilihat dari dua aspek yaitu kuantitas dan kualitas. Pengertian kuantitas menyangkut jumlah sumber daya manusia, sedangkan kualitas menyangkut mutu sumber daya manusia yang menyangkut kemampuan, baik kemampuan fisik maupun kemampuan non fisik (kecerdasan dan mental). Yang menjadi permasalahan pada Dinas Bina Marga dan Sumber Daya Air Kabupaten Dairi yakni proses pengembangan pegawainya kurang mendapat perhatian. Adapun kendala mengenai pengembangan kemampuan pegawai menyebabkan kualitas kerja cenderung belum dapat diwujudkan. Tujuan dari penelitian ini adalah untuk menganalisis proses pengembangan pegawai melalui Diklat, Non Diklat, Tugas Belajar, Mutasi dan Promosi. Tipe penelitian ini adalah deskriptif yaitu berupaya memberikan gambaran mengenai keadaan objek atau permasalahan yang akan diteliti berdasarkan fakta - fakta yang tampak atau sebagaimana adanya. Dari hasil penelitian dapat disimpulkan bahwa pengembangan pegawai melalui pendidikan dan pelatihan masih dirasakan kurang oleh karena itu perlunya perhatian oleh Pimpinan yang ada di Dinas Bina Marga dan Sumber Daya Air Kabupaten Dairi.
