Implementasi Kebijakan Sertifikasi Guru Pada Sekolah Menengah Atas Negeri di Kota Binjai

Abstract

Teachers, as professionals, have accrued to basic education , secondary education, and early childhood education in formal education are appointed in accordance with statutory regulations . On the basis of the Law No. 20 Year 2003 on National Education System Law No. 14 Year 2005 on Teachers and Lecturers, the issuance of Regulation No. 18 Year 2007 on certifications for Teachers which has the purpose of which is to determine the feasibility of teachers in carrying out duties as an agent of learning and achieve national education goals , improve the process and quality of education, enhance the dignity of teachers and to improve the professionalism of teachers. The issues raised in this study is "How the implementation of State High School teacher certification policies towards improving the quality of education in the city of Binjai". After doing research and discussion, it is known Teacher Certification Policy Implementation in SMA Binjai City still has not been implemented effectively . There are many teachers who do not really understand the procedures and mechanisms for teacher certification . Teacher certification policy implementation has been suboptimal conducted in high schools in Binjai City. So is The Binjai City Department of Education as policy implementers at the local level have not been able to provide the best solution to the problems faced by teachers, particularly in response to the everchanging rules almost every year. Based keberperaan four elements critical success of policy implementation, each element can be satisfied even if not perfect . There are still many shortcomings in communication and bureaucratic structure elements . Delivery of messages is not perfect because a lot of grooves that must be passed and vagueness messages confused teacher will make the actual program . SOPs are not consistent , which is always changing every year make it difficult for teachers to adjust to the new rules always . The fourth element was the imperfections impede policy implementation process of teacher certification in SMA Binjai City
