Abstract: Kinerja yang baik dari seluruh pegawai Biro Humas Dan Keprotokolan Sekretariat Daerah Provinsi Sumatera Utara , merupakan tingkat keberhasilan dalam mencapai tujuan akan sulit tercapai. Kinerja pada dasarnya mencakup sikap mental dan perilaku yang selalu mempunyai pandangan bahwa pekerjaan yang dilaksanakan saat ini harus lebih berkualitas daripada pelaksanaan pekerjaan masa lalu. Tujuan penelitian adalah: Untuk menganalisis kinerja pegawai di Biro Humas Dan Keprotokolan Sekretariat Daerah Provinsi Sumatera Utara. Untuk menganalisis faktor hambatan kinerja pegawai Di Biro Humas Dan Keprotokolan Sekretariat Daerah Provinsi Sumatera Utara. Jenis penelitian ini adalah kualitatif sesuai dengan rumusan dan tujuan penelitian. Hasil penelitian pada Kinerja Pegawai Di Biro Humas Dan Keprotokolan Sekretariat Daerah Provinsi Sumatera Utara. Meunjukkan bahwa kinerja dari segi kuantitas dan Kualitas sudah berjalan dengan baik hal ini menunjukkan bahwa pegawai mampu dalam pencapauan kinerja. Kinerja dari segi disiplin bahwa adanya pelaksanaan disiplin kerja mulai dari tingkat kehadiran absensi eloktroni, apel pagi dan pemakaian seragam kedinasan masih ada ditemukan pegawai yang melakukan pelanggaranpelnggaran disiplin kerja khususnya pada jam kerja dimana belum optilanya menjalankan kewajiban dengan indicator menaati ketentuan jam kerja, hal ini terlihat dari masih adanya pegawai yang tidak menaati ketentuan jam kerja seperti pegawai sering tidak masuk kerja, masuk dan keluar instansi tidak sesuai dengan peraturan dan sering terlambat masuk kantor. Kinerja dari segi inisiatif bahwa dalam pelaksanaan tugas para pegawai selalu saling membantu rekan kerja dalam menyelesaikna tugas-tugas tanpa adanya perintah dari atasan. Kinerja dari segi tanggungjawab bahwa pegawai mampu menyelesaikan tugas dengan baik sesuai dengan waktu yang telah ditentukan namun disuatu sisi tentang kedisplinan kinerja pegawai masih belum optimal. The good performance of all employees of the Public Relations and Protocol Bureau of the Regional Secretariat of North Sumatra Province, is the level of success in achieving goals that will be difficult to achieve. Performance basically includes mental attitudes and behaviors that always have the view that the work being carried out today must be of higher quality than the implementation of past work. The research objectives are: To analyze the performance of employees in the Public Relations and Protocol Bureau of the Regional Secretariat of North Sumatra Province. To analyze the barriers to employee performance in the Public Relations and Protocol Bureau of the Regional Secretariat of North Sumatra Province. This type of research is qualitative in accordance with the formulation and research objectives. The results of research on employee performance in the Public Relations and Protocol Bureau of the Regional Secretariat of North Sumatra Province. Showing that the performance in terms of quantity and quality has been going well, this shows that employees are capable of achieving performance. Performance in terms of discipline that the implementation of work discipline starting from the presence of electronic attendance, morning apples and the use of official uniforms, there are still employees who commit violations of work discipline, especially during working hours where it is not optimal to carry out obligations with indicators complying with the provisions of working hours. This can be seen from the presence of employees who do not comply with the provisions of working hours, such as employees who often do not come to work, enter and leave the agency not according to regulations and are often late for office. Performance in terms of initiative that in carrying out their duties, employees always help each other with co-workers in completing tasks without any orders from superiors. Performance in terms of responsibility that employees are able to complete tasks properly in accordance with the specified time but on the one hand the discipline of employee performance is still not optimal.
