Abstract: Dalam organisasi pemerintahan, pelayanan sosial kepada masyarakat dapat diukur keberhasilan atau kelancaran melalui kinerja Aparatur Sipil Negara. Latar belakang dalam penelitian ini adalah kinerja Aparatur Sipil Negara pada Bidang Rehabilitasi dan Perlindungan Jaminan Sosial Dinas Sosial, Pemberdayaan Masyarakat, Desa, Perempuan dan Perlindungan Anak Kabupaten Nias yang masih belum efektif dan penyaluran bantuan kepada masyarakat pemerlu pelayanan kesejahteraan sosial masih belum optimal. Penelitian ini bertujuan untuk mengetahui kinerja pegawai pada bidang Rehabilitasi dan Perlindungan Jaminan Sosial serta hambatan dalam melaksanakan tugas dan tanggung jawab terutama dalam memberikan pelayanan sosial kepada masyarakat pemerlu pelayanan kesejahteraan sosial. Adapun metode penelitian yang digunakan oleh penulis adalah metode penelitian kualitatif. Informan dalam penelitian ini adalah Kepala Dinas, Kepala bidang Rehabilitasi dan Perlindungan Jaminan Sosial, Kepala Seksi Rehabilitasi Sosial dan Kepala Seksi Perlindungan dan Jaminan Sosial. Teknik pengumpulan data dengan observasi, wawancara, dokumentasi, dan triangulasi data. Teknik analisis data yang peneliti lakukan model Miles dan Huberman yaitu pengumpulan data, reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian yang dilakukan menunjukkan bahwa kinerja pegawai bidang Rehabilitasi dan Perlindungan Jaminan Sosial Dinas Sosial, Pemberdayaan Masyarakat, Desa, Perempuan dan Perlindungan Anak belum efektif dikarenakan sumber daya manusia dan sarana prasarana yang belum mendukung pelaksanaan tugas pegawai secara optimal. Dapat dilihat dari teori pengukuran kinerja pegawai menurut Hasibuan yaitu prestasi, kedisplinan, kreatifitas, bekerjasama, kecakapan dan tanggungjawab. In government organizations, social services to the community can be measured success or fluency through the performance of the State Civil Apparatus. The background in this research is that the performance of the State Civil Apparatus in the Rehabilitation and Protection of Social Security at the Social Service, Community Empowerment, Villages, Women and Child Protection in Nias Regency is still not effective and the distribution of assistance to people who need social welfare services is still not optimal. This study aims to determine the performance of employees in the field of Rehabilitation and Social Security Protection as well as obstacles in carrying out their duties and responsibilities, especially in providing social services to people who need social welfare services. The research method used by the author is a qualitative research method. The informants in this study were the Head of Service, Head of Rehabilitation and Social Security Protection, Head of Social Rehabilitation Section and Head of Section of Social Security and Protection. Data collection techniques by observation, interviews, documentation, and triangulation of data. The data analysis technique that the researcher uses is the Miles and Huberman model, namely data collection, data reduction, data presentation and drawing conclusions. The results of the research conducted indicate that the performance of employees in the field of Rehabilitation and Social Security Protection at the Office of Social Affairs, Community Empowerment, Villages, Women and Child Protection has not been effective due to human resources and infrastructure that have not supported the implementation of employee duties optimally. It can be seen from the theory of employee performance measurement according to Hasibuan, namely achievement, discipline, creativity, cooperation, skills and responsibility.
