Abstract: Permasalahan pada penelitian ini adalah ditemukannya masyarakat terdampak covid-19 namun belum mendapatkan bantuan sembako, kurangnya pemerataan pembagian serta pendataan yang tidak relevan dengan data lapangan karena data yang digunakan adalah data terpadu kesejahteraan sosial yang masih menggunakan data yang lama. Penelitian ini bertujuan untuk mengetahui implementasi program sembako serta hambatan yang terjadi pada program sembako di Kelurahan Sei Sikambing B Kota Medan. Penelitian ini menggunakan model Implementasi Edward III. Adapun jenis penelitian yang digunakan yaitu penelitian kualitatif, dengan teknik pengumpulan data melalui observasi, wawancara, dokumentasi dan triangulasi. Berikut diuraikan hasil penelitian yaitu Implementasi program sembako pada masa pandemi covid-19 dikelurahan sei sikambing b kota medan belum berjalan dengan efektif dan optimal. Hal tersebut dapat dilihat dari sosialisasi kepada masyarakat yang hanya dilakukan sekali dalam setahun, lalu penggunaan data KPM yang belum update karena masih menggunakan data yang lama sehingga KPM yang sudah pindah domisili bahkan yang sudah meninggal masih mendapatkan bantuan sembako tersebut. Jumlah KPM yang mengalami perubahan dikarenakan harus disesuaikan dengan kemampuan keuangan negara. Dan sumber daya manusia ditempat pengambilan sembako masih kurang karna hanya beranggotakan 5 oang saja. The problem in this study is the discovery of people affected by Covid-19 but not getting basic food assistance, the lack of equal distribution and data collection that is not relevant to field data because the data used is integrated sosial welfare data which still uses old data. This study aims to determine the implementation of the basic food program and obstacles that occur in the basic food program in Sei Sikambing B Village, Medan City. This study uses the Edward III implementation model. The type of research used by researchers is qualitative research, with techniques and data collection through observation, interviews, documentation and triangulation. The following describes the results of the study, namely the implementation of the basic food program during the covid-19 pandemic in the sei sikambing b village, Medan City, which has not been running effectively and optimally. This can be seen from the socialization to the community which is only done once a year, then the use of beneficiary family data that has not been updated because it is still old data so that beneficiary family who have moved domicile even those who have died still receive the basic food assistance. The number of beneficiary family that has changed is due to the fact that is must be adjusted to the state’s finansial capacity. And human resources at the place where the basic food is taken are still lacking, only 5 members.
