Abstract: Regulation of the Minister of State Apparatus Empowerment and Bureaucratic Reform No.13 of 2009 requires all public institutions (government) apply the principles of good governance, which Sidiangkat Village is a public agency that also had to apply the principles of good governance. And it was found that in Sub Sidiangkat no Standard Operating Procedure in activities, the lack of transparency in the field of the budget to staff and the public as well as the lack of pasrtisipasi community development programs in Sub Sidiangkat. This study aims to determine how the implementation of the principles g ood governance in Sub Sidiangkat Sidikalang District of Dairi. In this study the authors use the method of writing with the research method is descriptive qualitative. After a review by the state in Sub Sidiangkat it can be seen that the implementation of the principles of good governance of the element of communication is not maximized, implementation of the principles of good governance of resource element especially personnel resources is not maximized, implementation of the principles of good governance of the element disposition or attitude is not maximized, and the implementation of the principles of good governance of the elements of the organizational structure is not maximized due to the Standard Operating Procedure for each event in the Village Sidiangkat yet. In this study it can be concluded that the implementation of the Principles of Good Governance in Sub Sidiangkat District of Sidiakalang Dairi not maximized and is expected to further be able to improve the implementation of the Principles of Good Governance especially in elements of communication in the field of transparnsi and participation, personnel resources, disposition or attitude in the field transparency and participation and Organizational Structure in the manufacture of Standard Operating Procedures
Description: Peraturan Menteri Pemberdayaan Aparatur Negara dan Reformasi Birokrasi No.13 Tahun 2009 mengharuskan seluruh Instansi Publik (Pemerintah) menerapkan prinsip-prinsip good governance, dimana Kelurahan Sidiangkat merupakan instansi publik yang juga harus menerapkan prinsip-prinsip good governance. Dan ditemukan bahwa di Kelurahan Sidiangkat belum ada Standar Operasional Prosedur dalam melaksanakan kegiatan, kurangnya transparasi dibidang anggaran kepada staf dan juga masyarakat serta kurangnya pasrtisipasi masyarakat dalam program pembangunan di Kelurahan Sidiangkat. Penelitian ini bertujuan untuk mengetahui bagaimana implementasi prinsip-prinsip good governance di Kelurahan Sidiangkat Kecamatan Sidikalang Kabupaten Dairi. Dalam penelitian ini penulis menggunakan metode penulisan dengan metode penelitian yang bersifat deskriptif kualitatif. Setelah dikaji berdasarkan keadaan di Kelurahan Sidiangkat dapat diketahui bahwa Implementasi prinsip-prinsip good governance dari unsur komunikasi belum maksimal, Implementasi prinsip-prinsip good governance dari unsur sumber daya khusunya sumber daya aparatur belum maksimal, Implementasi prinsip-prinsip good governance dari unsur disposisi atau sikap belum maksimal, dan Implementasi prinsip-prinsip good governance dari unsur struktur organisasi belum maksimal dikarenakan Standar Operasional Prosedur untuk setiap kegiatan di Kelurahan Sidiangkat belum ada. Dalam penelitian ini dapat disimpulkan bahwa Implementasi Prinsip-Prinsip Good Governance di Kelurahan Sidiangkat Kecamatan Sidiakalang Kabupaten Dairi belum maksimal dan diharapkan untuk selanjutnya dapat meningkatkan Implementasi Prinsip-Prinsip Good Governance khusunya dalam unsur komunikasi dibidang transparnsi dan partisipasi, sumber daya aparatur, disposisi atau sikap dibidang transparansi dan partisipasi dan Struktur Organisasi dibidang pembuatan Standar Operasional Prosedur.
